Job Posting Organization:
The position is located within the Cashiers Section of the Financial Risk Management Service (FRMS) in the Finance Division (FD) of the Office of Programme Planning, Finance and Budget (OPPFB), which is part of the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. The organization is dedicated to managing the financial operations of the UN, ensuring compliance with financial regulations, and providing cash management services to UN system entities. The Cashiers Section plays a crucial role in managing the organization's cash flow, including investments and disbursements, and operates globally across various currencies.

Job Overview:
The Finance & Budget Officer will be responsible for overseeing the financial operations within the Cashiers Section. This includes managing the preparation and analysis of the medium-term plan, ensuring that legislative provisions are accurately reflected in program budgets, and providing substantive support to authorized Controllers and Finance Directors. The officer will also be tasked with budget preparation, administration, and finance management, which involves monitoring budget implementation, analyzing financial reports, and ensuring compliance with UN financial regulations. The role requires a proactive approach to improving financial operations and providing guidance to staff on financial policies and procedures. The officer will engage with various stakeholders, including intergovernmental bodies, to ensure effective financial management and reporting.

Duties and Responsibilities:
The Finance & Budget Officer will undertake a variety of responsibilities, including: reviewing and finalizing the medium-term plan and its revisions; providing technical support for budget submissions; managing and monitoring budget implementation; administering extra-budgetary resources; preparing budget and program performance submissions; analyzing financial reports; managing a complete financial operation; ensuring compliance with financial regulations; preparing financial statements for audits; guiding and training staff; participating in inter-agency meetings; and conducting research and analysis of financial policies. The officer will also be responsible for maintaining strong relationships with banks and financial institutions, ensuring the integrity of financial systems, and providing insights through data analysis and visualization.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires a minimum of 7 years of progressively responsible experience in finance, accounting, administration, budget, or business administration. Experience in managing finance teams in multi-currency operations and international banking relationships is essential, along with a proven track record in improving client service delivery and managing stakeholder relationships.

Educational Background:
The educational requirement for this position is an advanced university degree (Master’s degree or equivalent) in a relevant field such as business or public administration, finance, or accounting. Alternatively, a first-level university degree with additional qualifying experience may be considered. This educational background is crucial for understanding the complexities of financial management within the UN framework.

Experience:
The ideal candidate should have at least 7 years of progressively responsible experience in finance, accounting, administration, budget, or related areas. This experience should include managing finance teams, particularly in multi-currency operations and international banking relationships. Familiarity with financial operations, risk management, and the use of investigation systems is also required. Experience in improving client service delivery and managing stakeholder relationships is essential for success in this role.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and proficiency in another official UN language is considered an advantage. Effective communication skills in these languages are crucial for interacting with various stakeholders and preparing reports.
