Job Overview:
The Anti-Corruption Specialist will play a pivotal role in leading UNDP's initiatives in Sri Lanka aimed at enhancing economic governance and combating corruption. This position is crucial in the context of Sri Lanka's ongoing socio-economic and political challenges, particularly in light of the IMF Extended Fund Facility arrangement. The specialist will be responsible for providing high-quality technical expertise and advisory support in anti-corruption efforts, ensuring that the projects align with international best practices. The role involves engaging with national actors, implementing project activities, and advancing new areas of focus within the anti-corruption framework. The specialist will also be tasked with developing strategic approaches for reform implementation, including establishing baselines and performance indicators, and ensuring effective monitoring and evaluation of project outcomes.

Duties and Responsibilities:
  • Provide top-quality technical expertise for the effective implementation of anti-corruption activities, including high-quality advisory support and policy input.
  • Lead the overall management of anti-corruption projects, including staff management, hiring, and oversight of external consultants.
  • Ensure timely and effective implementation of project activities in line with established frameworks and work plans.
  • Develop and revise annual work plans and budgets, ensuring alignment with project results.
  • Strengthen partnerships between government entities and civil society organizations, facilitating continuous engagement with stakeholders.
  • Innovate approaches to enhance transparency and integrity in public institutions.
  • Engage in advocacy and resource mobilization efforts with various stakeholders, including donors and multi-lateral organizations.
  • Contribute to knowledge management by organizing training, documenting lessons learned, and developing knowledge-sharing materials.
  • Perform other duties as necessary for the efficient functioning of the office and organization.

Required Qualifications:
  • Advanced university degree (master's degree or equivalent) in Law, Human Rights, Economics, Political Science, Governance, or a related area is required.
  • A first-level university degree (bachelor's degree) in the stated areas, combined with an additional 2 years of qualifying experience, will be considered in lieu of a master's degree.
  • Minimum 5 years of relevant work experience with a master's degree or 7 years with a bachelor's degree in the development sector is required.
  • Experience in the area of anti-corruption is essential, with a strong asset being experience in economic governance and project implementation.

Educational Background:
Candidates must possess an advanced university degree (master's degree or equivalent) in relevant fields such as Law, Human Rights, Economics, Political Science, or Governance. Alternatively, a first-level university degree (bachelor's degree) in these areas, along with additional qualifying experience, will be considered. This educational background is crucial for understanding the complexities of anti-corruption work and governance issues.

Experience:
The position requires a minimum of 5 years of relevant work experience for candidates with a master's degree, or 7 years for those with a bachelor's degree. This experience should be within the development sector, with a specific focus on anti-corruption initiatives. Candidates should have a proven track record of providing technical advice and implementing projects effectively, ideally with prior experience in a UN entity or development organization.

Languages:
Fluency in Sinhala and/or Tamil is mandatory, along with excellent English communication skills, both oral and written. This linguistic proficiency is essential for effective communication with diverse stakeholders and for the successful implementation of anti-corruption initiatives.
