Job Overview:
The Project Assistant will play a crucial role in supporting the implementation and oversight of the Global Fund (GF) program activities within the Program Management Unit (PMU). This position requires close collaboration with operations and project teams to ensure effective project planning and execution, particularly under the C19RM component of the Z-grant. The Project Assistant will be responsible for administrative support, procurement processes, financial tracking, and compliance with UNDP and GF rules and procedures. The role also involves monitoring project sites, organizing training sessions, and facilitating knowledge sharing among stakeholders to enhance the effectiveness of program implementation.

Duties and Responsibilities:
  • Support the project team in planning and implementing C19RM activities effectively.
  • Ensure compliance with UNDP/GF rules and procedures while following up on approved activities with implementing partners.
  • Provide administrative support for procurement processes related to the grant, ensuring proper documentation for payments.
  • Track expenditures, prepare financial reports, and maintain records in Quantum.
  • Assist in organizing workshops and training events under the C19RM.
  • Conduct risk-based monitoring of implementing partners’ program and financial reporting to ensure quality data and compliance.
  • Participate in audits, respond to queries, and develop action plans for audit recommendations.
  • Disseminate best practices for managing the C19RM component at the local level.
  • Conduct regular monitoring visits to project sites and prepare reports on implementation progress. 1
  • Facilitate monthly and quarterly coordination meetings with partners for performance reviews and adjustments. 1
  • Collaborate with other departments within the PMU to ensure effective implementation of the Z-grant.

Required Qualifications:
  • Secondary education is required; a university degree in Public Health, Social Sciences, Medicine, or a related field is preferred but not mandatory.
  • Minimum of 5 years of experience in management support for public health programs with a high school diploma, or 2 years with a bachelor’s degree.
  • Experience in public health management, particularly in COVID, HIV/AIDS, TB, and/or malaria.
  • Proficiency in using computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems.
  • Knowledge of UNDP rules, regulations, and policies is an asset, as is experience working in high-pressure, multi-cultural environments.

Educational Background:
The position requires at least secondary education, with a preference for candidates holding a university degree in relevant fields such as Public Health, Social Sciences, or Medicine. While a degree is not mandatory, it is highly desired for candidates to possess a strong educational background that aligns with the responsibilities of the role.

Experience:
Candidates must have a minimum of 5 years of relevant experience in management support for public health programs if they hold a high school diploma, or at least 2 years of experience if they possess a bachelor’s degree. Experience in public health management, particularly in areas related to COVID, HIV/AIDS, TB, and malaria, is essential. Familiarity with UNDP operations and experience in challenging environments will be considered advantageous.

Languages:
Fluency in English is required, along with fluency in Dari and/or Pashto. These language skills are essential for effective communication within the role and for engaging with local stakeholders and partners.
