Job Overview: The Project Manager will be responsible for ensuring that the objectives of the project are met within the established timelines while adhering to UNDP procedures and national regulatory frameworks. This role involves reviewing the results framework, updating indicators, and developing effective strategies for data collection and reporting. The Project Manager will analyze and update key aspects of the National Biodiversity Strategy, ensuring alignment with the post-2020 Global Biodiversity Framework. The position requires integrating cross-cutting approaches such as gender equality into all project interventions and monitoring activities to meet UNDP's quality standards. The Project Manager will also lead advocacy processes to strengthen public policy instruments and ensure active participation from all stakeholders. This role demands strong relationship-building skills with government representatives, NGOs, and beneficiaries, as well as the ability to mobilize resources and develop projects in coordination with UNDP communications staff. The Project Manager will oversee project activities, optimize resource use, and ensure compliance with administrative and financial requirements set by UNDP and donors.
Duties and Responsibilities:

Conduct stakeholder analysis to identify needs and promote synergies.

Required Qualifications:
Advanced university degree (Master's or equivalent) in Law or a related field is required, or a Bachelor's degree in Law or a related field combined with two years of relevant experience will be considered favorably in lieu of a Master's degree.
Minimum of 2 years of relevant professional experience with a Master's degree or 4 years with a Bachelor's degree, including leadership in legal framework analysis and public policy updates in GEF projects.
Highly motivated with the ability to work towards objectives, demonstrating initiative and willingness to travel outside San José when necessary.
Strong communication skills, both written and interpersonal, with excellent negotiation and facilitation abilities.
Capacity to organize and manage time effectively, maintaining an overview in complex work situations.
Experience working in high-pressure environments and emergency situations is desirable.
Educational Background: Candidates must possess an advanced university degree (Master's or equivalent) in Law or a related field. Alternatively, a Bachelor's degree in Law or a related field, combined with two years of relevant experience, will be considered favorably. This educational background is essential for understanding the legal and policy frameworks relevant to biodiversity and environmental governance.
Experience: The position requires a minimum of 2 years of relevant professional experience for candidates with a Master's degree or 4 years for those with a Bachelor's degree. Experience should include leadership roles in analyzing and updating legal frameworks and public policies, particularly in projects funded by the Global Environment Facility (GEF). Candidates should also have experience working with diverse political, institutional, and civil society actors, ideally within the context of UN agencies, NGOs, or other cooperation organizations.
Languages: Fluency in Spanish is required, and intermediate knowledge of English is also a requirement. Proficiency in these languages is essential for effective communication with stakeholders and for the preparation of reports and documentation.
Additional Notes: The selected candidate will work full-time under the supervision of the UNDP Programme Officer for Nature, Climate, and Energy in Costa Rica and the Deputy Resident Representative. The candidate must reside in Costa Rica and hold Costa Rican nationality or have a work permit in Costa Rica. Performance evaluations will be based on the completion of the described activities and competencies, with a strong emphasis on supervisory functions.
