Job Posting Organization: The position is located in the Office of Financial Risk Management Service (FRMS) within the Finance Division of the Office of Programme Planning, Finances and Budget (OPPFB), which is part of the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. Job Overview: The Programme Management Officer will be responsible for developing, implementing, and evaluating projects related to cost recovery methods and data collection. This includes monitoring and analyzing program/project development, reviewing documents, identifying issues, and initiating corrective actions. The officer will also perform consulting assignments, facilitate workshops, and assist clients in managing change. Additionally, the role involves researching and analyzing information from various sources, creating reports, coordinating policy development, and preparing written outputs. The officer will provide substantive support for meetings and conferences related to risk management and cost recovery, conduct outreach activities, and prepare funding-related documents and reports. The position requires the ability to collect and analyze data to identify trends and provide insights for decision-making.

Required Qualifications: The required qualifications for the Programme Management Officer position include:
Advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field;
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree;
Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is an advantage;
Knowledge and understanding of program and project management theories, concepts, and methodologies, particularly in cost recovery frameworks and data analytics;
Understanding of financial data collection and analysis techniques;
Familiarity with master data management concepts in ERP systems;
Ability to identify and analyze issues and participate in their resolution;
Strong conceptual, analytical, and evaluative skills;
Ability to apply judgment in assignments and manage conflicting priorities; 1

Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is considered an advantage.
Experience: The position requires a minimum of seven years of progressively responsible experience in project or program management, administration, or a related area. Experience with cost recovery in an international organization is essential. Additionally, experience with master data management in an ERP system is desirable, as well as two or more years of experience in data analytics or a related area.
Languages: Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of French is desirable, and knowledge of another official United Nations language is considered an advantage.
Additional Notes: This position is temporarily available until 31 December 2025 and is financed by Extra-budgetary funds. The appointment or assignment and renewal are subject to the availability of the post or funds, budgetary approval, or extension of the mandate. The selection for this position is for a limited period and does not affect the future incumbency of the post. Eligibility for this temporary job opening may be limited to candidates based at the duty station. The position may be limited to 'internal candidates' who have been recruited through a competitive examination or selection process. Staff members who will reach the mandatory age of separation within the duration of the current temporary need period are not eligible to apply.
