Job Posting Organization:
The position is located within the Partnership Section in the Office of the Controller, which is part of the Office of Programme Planning, Finance and Budget in the Department of Management Strategy, Policy and Compliance at the United Nations. The Partnership Section serves as a Secretariat-wide advisor, providing expertise on global partnerships, donor relations, resource mobilization, and implementing partnerships. The organization aims to establish guidelines, define procedures, and provide policy guidance related to Funding Partnerships and Implementing Partner arrangements, ensuring effective collaboration across various UN entities.

Job Overview:
The Programme Management Officer will play a crucial role in developing, implementing, and evaluating organizational guidance and management frameworks for the registration, selection, engagement, monitoring, reporting, risk management, and evaluation of Implementing Partners. This includes working with UN System organizations, NGOs, intergovernmental, and not-for-profit organizations. The officer will monitor and analyze program/project development and implementation, draft relevant documents and reports, and ensure that follow-up actions are taken. The role also involves capacity building activities, conducting workshops and training sessions, and providing operational and policy guidance as the global Focal Point. The officer will research and analyze information regarding mechanisms for implementation, coordinate policy development, and enhance technological systems related to Implementing Partners. Additionally, the officer will generate analytical initiatives, organize written outputs, and provide substantive backstopping to meetings and conferences. The position requires leading complex field missions and coordinating outreach activities, including training workshops and seminars.

Duties and Responsibilities:
The Programme Management Officer will be responsible for a wide range of duties, including: developing and implementing organizational guidance and management frameworks; monitoring and analyzing program/project development; drafting documents and reports; performing capacity building activities; researching and analyzing information; coordinating policy development and implementation; generating analytical initiatives; organizing written outputs; providing backstopping to meetings; initiating outreach activities; leading field missions; coordinating budget funding activities; and collecting and analyzing data to identify trends and provide insights. The officer will also be expected to perform other duties as required, ensuring effective management of Implementing Partners and adherence to organizational standards.

Required Qualifications:
Candidates must possess a strong understanding of theories, policies, procedures, and approaches relevant to Implementing Partner management. They should have the ability to establish and maintain good working relationships with a broad range of partners, identify and analyze issues, and conduct management data collection. The officer should demonstrate conceptual analytical and evaluative skills, apply judgment in assignments, and manage conflicting priorities. A commitment to gender perspectives and equal participation in all areas of work is essential. Strong communication skills, both written and verbal, are required, along with the ability to work collaboratively in a team environment.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
Candidates must have a minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area. Experience in developing policies, procedures, and standards for managing Implementing Partners is required, along with experience using ERP systems such as Umoja for project management. Familiarity with result-based management methodologies and frameworks, including programme planning, budgeting, and monitoring, is desirable. Experience with Implementing Partner management systems, such as the United Nations Partner Portal, is also advantageous.

Languages:
Fluency in both oral and written English is required. Knowledge of French is desirable, and knowledge of another UN official language is considered an advantage.
