Job Posting Organization:
The position is located within the Partnership Section in the Office of the Controller, Office of Programme Planning, Finance and Budget in the Department of Management Strategy, Policy and Compliance of the United Nations. The Partnership Section acts as a Secretariat-wide advisor, providing expertise on global partnerships, donor relations, resource mobilization, and implementing partnerships. It supports all Secretariat entities, establishes guidelines, defines procedures, and provides policy guidance related to Funding Partnerships and Implementing Partner arrangements. Job Overview:
The Programme Management Officer will be responsible for developing, implementing, and evaluating methodologies governing the acceptance of voluntary contributions and standardizing donor requirements. This includes negotiating contractual instruments with donors, maintaining relationships with key partnerships, and monitoring programme/project development. The officer will also perform capacity-building activities, conduct research and analysis on donor relations, coordinate policy development, and generate survey initiatives. The role requires organizing written outputs, providing backstopping for meetings, and leading outreach activities. The officer will also coordinate budget funding activities and analyze data to provide insights for decision-making.

Duties and Responsibilities:
The Programme Management Officer will have a wide range of responsibilities, including:
  • Developing and implementing methodologies for voluntary contributions and donor requirements.
  • Negotiating contractual instruments with donors and maintaining effective relationships.
  • Monitoring and analyzing programme/project development and implementation.
  • Conducting organizational capacity-building activities through workshops and training.
  • Researching and analyzing information related to donor relations.
  • Coordinating policy development and integration of technological systems for fundraising.
  • Designing data collection tools and analyzing responses.
  • Preparing written outputs such as reports and background papers.

  • Collecting and analyzing data to identify trends and provide insights for decision-making.

Required Qualifications:
Candidates must possess knowledge and understanding of donor management theories, policies, and procedures. They should have the ability to establish good working relationships with UN and non-UN partners, manage joint projects, and analyze issues. Strong data collection and analytical skills are essential, along with the ability to plan work and manage conflicting priorities. Candidates should demonstrate professionalism, communication skills, and teamwork abilities, showing a commitment to gender perspectives and equal participation.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in data analytics, business analytics, or data science is an advantage.

Experience:
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area is required. Candidates should have experience managing partnerships and donor relations with multilateral organizations, as well as inter-organization coordination regarding donor relations at the UN or other international organizations. Experience in developing and reviewing voluntary funded project proposals and donor reporting is also required. Familiarity with multilateral organizational policies regarding project implementation is desirable, as is experience in negotiating terms with donors.

Languages:
Fluency in both English and French is required, as these are the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage.
