Job Overview: The Chief of SDG Financing Unit is responsible for leading the DCO's engagement with both internal and external partners on strategic financing and economic transformation. This role involves guiding the Section Team in work planning and budgeting, coordinating efforts on economic transformation and financing for development, and fostering partnerships within the UN Development System (UNDS). The Chief will provide substantive support to the United Nations Sustainable Development Group (UNSDG) and engage with various entities to ensure coherent support for Resident Coordinators (RCs) and UNCTs. The position requires a strong focus on policy development, gender mainstreaming, and the establishment of a community of practice among RCO Economists, contributing to knowledge sharing and best practices in economic financing.
Duties and Responsibilities: The Chief of SDG Financing Unit will lead the Section Team, ensuring effective work planning and budgeting. Responsibilities include coordinating the DCO's work on economic transformation and financing for development, maintaining strategic partnerships within the UNDS, and providing support to the UNSDG on SDG Financing. The Chief will develop and evaluate programs/projects, ensuring high-quality outputs and compliance with mandates. Additional duties include supervising the preparation of written outputs, managing outreach activities, leading field missions, and providing policy guidance to the Chief of Section. The role also involves administrative tasks such as budget preparation, performance monitoring, and participation in international meetings.
Required Qualifications: Candidates must possess a strong understanding of strategic finance and economic transformation policies, with a proven ability to produce high-quality reports and papers. Knowledge of UN rules and regulations is essential, along with the ability to apply these in various work situations. The ideal candidate will demonstrate professionalism, effective communication skills, client orientation, leadership capabilities, and sound judgment in decision-making processes.
Educational Background: An advanced university degree (Master's degree or equivalent) in macroeconomics, public finance, or a related area is required. Alternatively, a first-level university degree combined with two years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of ten years of progressively responsible experience in financing, including managing and overseeing the development of strategic finance and economic transformation policies, is required. Candidates should have at least five years of experience in development finance, including both Official Development Assistance (ODA) and non-ODA sources. Additionally, three years of experience managing multicultural policy teams at various levels is necessary. Experience in government or central banks, developing economic plans, and innovative finance is desirable, along with field experience.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is considered an advantage. Fluency is defined as a rating of 'Fluent' in all four areas (reading, speaking, writing, and understanding), while knowledge is rated as 'Confident' in two of the four areas.
