Job Overview: The consultancy aims to develop a comprehensive proposal for the Global Partnership for Education (GPE) School Transformation Grant (STG) and System Capacity Grant (SCG) in Papua New Guinea. The consultant will work closely with the National Department of Education (NDoE), Local Education Group (LEG), and other stakeholders to ensure that the proposal aligns with the country's educational needs. The consultant's responsibilities include reviewing strategic plans, facilitating consultations, drafting proposals, and ensuring stakeholder feedback is incorporated into the final documents. Duties and Responsibilities:
Review key strategic documents, including the PNG Partnership Compact, National Education Plan 2020-2029, and other relevant policy documents to ensure alignment with national educational needs.
Facilitate consultations with education stakeholders and partners, organizing meetings and workshops to gather feedback and insights.
Draft a Concept Note for the first Quality Assurance Review (QAR1), ensuring it meets GPE guidelines and reflects stakeholder input.
Develop a Program Document (PD) incorporating feedback from the QAR1 and stakeholder consultations, ensuring it aligns with the Partnership Compact's priorities.
Prepare comprehensive design" style="border-bottom: 1px dotted #007bff !important;">program design documents, including Concept Notes and Program Documents, highlighting key bottlenecks and priorities.
Ensure all deliverables are submitted to NDoE and UNICEF for quality assurance and clearance, including inception reports and draft documents for review.
Required Qualifications:
An advanced university degree in education, education planning, economics, sociology, social sciences, or related fields.
At least 5 years of relevant work experience in program/project proposal development for major donors at national and international levels.
Professional experience with GPE grants and proposal development processes, including quality assurance.
Demonstrated experience in strategy development for government or international development organizations in the social sector.
Fluency in English is mandatory, with knowledge of another official UN language or a local language considered an asset.
Educational Background: Candidates must possess an advanced university degree in fields related to education, education planning, economics, sociology, social sciences, or other relevant disciplines. This educational background is crucial for understanding the complexities of educational systems and the development of effective proposals.
Experience: The position requires at least 5 years of professional experience in relevant fields, particularly in developing program/project proposals for major donors. Experience working with GPE grants and familiarity with the proposal development process, including quality assurance, is essential.
