Job Overview:
The Senior Thematic Associate will play a crucial role in supporting the Global Thematic Specialists (GTS) for Legal Pathways and Labour Mobility in various EU-funded projects and advocacy efforts. This position entails a multifaceted approach to policy advocacy, donor compliance, resource mobilization, and capacity building for Country Offices (COs) and Regional Offices (ROs). The Senior Thematic Associate will be responsible for liaising with EU institutions, preparing briefings, and monitoring developments in the field of migration, particularly concerning legal pathways and labour mobility. The role requires a proactive approach to engage with stakeholders and contribute to IOM's strategic thematic engagement with EU institutions, ensuring that the organization's position is effectively communicated and represented.

Duties and Responsibilities:
The duties and responsibilities of the Senior Thematic Associate include:
  • Supporting thematic advocacy and communication efforts directed at EU institutions, bodies, and agencies.
  • Assisting in the development and implementation of strategic plans and frameworks, including the IOM-EU Strategic Cooperation Framework.
  • Monitoring and analyzing regional developments related to legal pathways and labour mobility, including policy changes and challenges.
  • Coordinating internal efforts on thematic issues and identifying emerging opportunities and risks.
  • Developing capacity-building initiatives for staff on EU engagement and project compliance.
  • Providing thematic guidance to COs and ROs on EU priorities and enhancing programming for EU-funded projects.
  • Supporting the review and submission of EU-funded project proposals.
  • Mapping and monitoring EU funding instruments and sharing opportunities with relevant offices.
  • Contributing to knowledge management by disseminating best practices and updates on EU policies. 1
  • Gathering and implementing lessons learned from evaluations and audits of EU-funded programs.

Required Qualifications:
Candidates must possess a Bachelor's degree in International Human Rights Law, Political Science, Social Science, Public Health, or a related field, along with four years of relevant experience. Alternatively, a high school degree with six years of relevant professional experience, including direct exposure to the EU environment related to migration, is acceptable. Candidates should demonstrate a strong understanding of EU migration policies, financial instruments, and decision-making mechanisms, as well as experience in project development and management in an international context.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as International Human Rights Law, Political Science, Social Science, or Public Health. A high school diploma may be considered if accompanied by significant professional experience in related areas, particularly in the context of EU migration and resource mobilization.

Experience:
A minimum of four years of experience is required, particularly in liaison and engagement with EU institutions, UN agencies, governmental authorities, and bilateral donors. Candidates should have a good understanding of EU migration policies, especially concerning legal pathways and labour mobility, and experience in project cycle management, monitoring, and evaluation in an international setting. Experience in developing capacity-building activities and knowledge management initiatives is also essential.

Languages:
Fluency in English is mandatory, both oral and written. A working knowledge of additional languages such as Spanish, French, Russian, or Arabic is considered an advantage, enhancing the candidate's ability to engage with diverse stakeholders and contribute to IOM's mission effectively.
