Job Overview:
The position of Midterm Review Consultant involves conducting a comprehensive evaluation of the project titled 'Reducing uses and releases of chemicals of concern, including Persistent Organic Pollutants (POPs), in the textiles sector' (GEF ID 10523). This project spans four countries in the Asia Pacific region: Bangladesh, Indonesia, Pakistan, and Viet Nam. The consultant will assess the project's progress, identify challenges, and recommend corrective actions to ensure the project's objectives are met. The review will utilize both quantitative and qualitative methods, engaging key stakeholders throughout the process to ensure a participatory approach. The consultant will be responsible for preparing a geo-referenced map of the project area and conducting interviews with various stakeholders to gather necessary data for the evaluation.

Duties and Responsibilities:
The consultant will carry out the Midterm Review (MTR) as per UNEP Evaluation Policy and the UNEP Programme Manual. Key responsibilities include: conducting a desk review of relevant project documentation, preparing data collection instruments, conducting online interviews with stakeholders, drafting and finalizing the MTR report, revising the report based on feedback, submitting the final report and presentation, and liaising with UNEP teams in Nairobi and Geneva. The consultant will also be responsible for arranging interpretation and translation services as needed during the MTR process. The review will focus on project performance in terms of relevance, effectiveness, and efficiency, and will determine the likelihood of achieving intended outcomes and sustainability.

Required Qualifications:
Candidates must possess a bachelor’s degree in environmental sciences/engineering, social sciences, international development, or a related field. An advanced degree in these areas is desirable. Additionally, a minimum of 7 years of technical and evaluation experience in projects and programmatic approaches is required. Experience in evaluating UNEP and/or GEF projects is highly desirable, along with a good understanding of Persistent Organic Pollutants (POPs) and pollutants management in the textiles sector. Familiarity with the UN system and UNEP's operations is also advantageous.

Educational Background:
The position requires a bachelor’s degree in a relevant field such as environmental sciences, social sciences, or international development. An advanced degree in these areas is considered an asset, enhancing the candidate's qualifications for the role.

Experience:
The consultant must have at least 7 years of relevant experience in technical evaluation and project management. This experience should ideally include evaluating projects within the UNEP or GEF frameworks, demonstrating a strong understanding of environmental issues, particularly in relation to chemicals and waste management in the textiles sector.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of other UN languages is considered an asset, enhancing communication with diverse stakeholders involved in the project.

The position is home-based and expected to last for six months. There are no fees associated with the recruitment process, as the United Nations does not charge applicants at any stage.
