Job Overview:
The Budget Analyst position is crucial for the effective financial management of the Country Office in Greece. The successful candidate will work under the supervision of the National Budget Officer and the Senior Budget Associate, contributing to budget analysis and reporting. This role involves assisting with data analysis related to program implementation and indicators, which is essential for preparing progress and final reports for donors. The Budget Analyst will also prepare periodic reports, maintain a central filing system for project documentation, and ensure compliance with donor agreements. The position requires close collaboration with program staff to monitor project development and maintain accurate records for accountability and audits. The role is integral to updating the Monitoring and Information System (MIS) with relevant data and documentation, ensuring that all financial management and monitoring activities are documented appropriately.

Duties and Responsibilities:
The Budget Analyst will be responsible for a variety of tasks, including but not limited to: assisting with data analysis on program implementation; preparing draft charts and statistics for reporting; liaising with program staff to monitor project compliance; maintaining a central filing system for project documentation; ensuring proper documentation for accountability and audits; updating the Monitoring and Information System (MIS) with relevant data; maintaining databases with financial and contractual data; preparing statistics on audit findings; and performing other duties as assigned. The role requires a proactive approach to ensure timely alerts to supervisors regarding any issues that arise.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Business Administration, Economics, Statistics, or a related field from an accredited institution, along with two years of relevant professional experience. A Master’s degree in the aforementioned fields is considered an advantage. Additionally, candidates should have proven experience with audit activities, knowledge of EU funding instruments, and experience in financial management and reporting. Familiarity with Monitoring Information Systems (MIS) for projects co-financed under the National Strategic Reference Framework (NSRF) is also required, along with experience using ORACLE software and preparing statistical reports.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as Business Administration, Economics, or Statistics from an accredited academic institution. Accreditation must be from universities listed in the UNESCO World Higher Education Database. A Master’s degree in these fields is advantageous and may enhance a candidate's profile.

Experience:
The position requires a minimum of one year of proven experience with audit activities, which is considered an advantage. Candidates should also have experience with EU funding instruments, financial management, and reporting. Knowledge of Monitoring Information Systems (MIS) for projects co-financed under the National Strategic Reference Framework (NSRF) and the Community Support Framework (CSF) is essential. Experience in liaising with governmental and diplomatic authorities, as well as working in international organizations, is also beneficial.

Languages:
Fluency in English and Greek, both written and oral, is required for this position. Proficiency in additional languages such as French or Spanish is considered a plus, as IOM's official languages include these. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
