Job Overview:
The Planning and Monitoring Manager (Nexus & Resilience) is a level 4 position that reports to the Chief of Chief Planning and Monitoring. The primary responsibility of this role is to ensure that the UNICEF Country Office has access to valid and reliable information regarding the situation of children's and women's rights, as well as the performance of UNICEF-supported programs. This includes assessing the relevance, efficiency, effectiveness, and sustainability of these programs, particularly in emergency contexts. The manager will work closely with the UN country team to support UNCT goals, focusing on delivering accurate information on the attainment of the Millennium Development Goals (MDGs) and other objectives. Additionally, the role involves assisting in the development of national capacities for monitoring, evaluation, and research, with a strong emphasis on stakeholder engagement from government, community, and civil society.

Duties and Responsibilities:
  • Provide comprehensive support for Programme Development and Management, ensuring alignment with UNICEF's strategic objectives.
  • Foster partnerships, coordination, and collaboration with various stakeholders to enhance program effectiveness.
  • Oversee Programme Monitoring and Evidence generation, ensuring that data collected is reliable and actionable.
  • Act as the focal point for quality inputs in corporate documents and presentations, ensuring that all materials reflect the high standards of UNICEF's work.
  • Engage in capacity building initiatives to strengthen the monitoring and evaluation capabilities of local partners and stakeholders.
  • Conduct regular assessments of program performance and impact, utilizing both qualitative and quantitative methods.
  • Prepare detailed reports and presentations for internal and external stakeholders, highlighting key findings and recommendations.
  • Stay informed about emerging trends and best practices in monitoring and evaluation, integrating these insights into UNICEF's work.

Required Qualifications:
To qualify as an advocate for every child, candidates must possess an advanced university degree (master's or above) in social sciences, statistics, planning development, or a related field. Additionally, candidates should have a minimum of eight years of relevant professional work experience in program development and implementation, including monitoring and evaluation activities. Experience in developing countries or fieldwork is highly desirable. Candidates should also demonstrate specific technical knowledge and competencies in project evaluation, evaluation process management, and emerging international good practices in monitoring and evaluation partnerships. A strong understanding of demography, statistics, and data management is essential, along with expertise in various methodologies for monitoring and evaluation.

Educational Background:
Candidates must hold an advanced university degree (master's or above) in social sciences, statistics, planning development, or a related field. This educational background is crucial for understanding the complexities of program development and evaluation, as well as for effectively analyzing data and generating insights that inform decision-making.

Experience:
Candidates should have at least eight years of professional work experience in program development and implementation, with a strong focus on monitoring and evaluation activities. Experience in developing countries or fieldwork is preferred, as it provides valuable context for understanding the challenges and opportunities in these environments. Additionally, candidates should have a proven track record of engaging with various stakeholders, including government, community, and civil society, to enhance program effectiveness and sustainability.

Languages:
Fluency in French is mandatory for this position, as it is the primary language of communication in the Democratic Republic of the Congo. A good level of proficiency in English is also required to facilitate collaboration with international partners and stakeholders. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language would be considered an asset, enhancing the candidate's ability to engage with diverse communities and stakeholders.
