Job Overview: The position involves designing a strategic work plan to support the right to education for individuals in mobility situations in Mexico. The consultant will work under the coordination of UNESCO's office in Mexico, contributing to the United Nations' response to the increasingly complex dynamics of mixed migration movements. The consultant will analyze existing reports and policies, identify barriers to education access for migrants, and develop a comprehensive five-year plan to enhance educational support and integration strategies within the National Educational System. This role is crucial in ensuring that the educational rights of migrants are recognized and upheld, aligning with UNESCO's mission and the broader goals of the United Nations.
Duties and Responsibilities:
Analyze and map existing reports, guidelines, and policies that support access to education for individuals in mobility situations in Mexico.
Identify key challenges and barriers that hinder the fulfillment of educational rights for migrants.
Conduct interviews with key stakeholders, including policymakers, educational institution representatives, and migrant students.
Develop a strategic work plan for the next five years aimed at improving educational support and integration strategies for migrants within the National Educational System.
Participate in meetings of the Inter-Agency Group on Human Mobility (GIMH) and other relevant gatherings organized by UNESCO's Education Sector in Mexico to strengthen and disseminate the developed work plan.
Required Qualifications: Candidates must possess a university degree in pedagogy, education sciences, teaching, sociology, humanities, or social sciences. They should have at least three years of recent experience in developing educational studies or policies focused on individuals in mobility situations. Knowledge of the National Educational System of Mexico and the challenges it faces in achieving equity, inclusion, and access to education for migrants is essential. Familiarity with the Global Compact for Safe, Orderly and Regular Migration, the Global Compact on Refugees, and other United Nations guidelines related to human mobility is also required. Candidates should demonstrate advanced academic writing skills, efficient use of information and communication technologies, and strong socio-emotional skills for teamwork.
Educational Background: A university degree in relevant fields such as pedagogy, education sciences, sociology, or social sciences is required. Advanced degrees or specialized training in education policy or migration studies would be advantageous.
Experience: A minimum of three years of relevant experience in educational policy development or research, particularly concerning the rights of migrants and refugees, is required. Experience working with governmental and non-governmental organizations in the education sector is preferred.
Languages: Fluency in Spanish is mandatory, as the position requires extensive communication and documentation in this language. Proficiency in English or other languages relevant to the region would be considered an asset, enhancing the consultant's ability to engage with diverse stakeholders.
Additional Notes: The contract duration is flexible, ranging from 1 to 6 months, depending on the project needs and consultant availability.
