Job Overview:
The Information Exchange Specialist will play a crucial role in enhancing the interoperability of the regional centres portal and promoting its use among regional centres. This position involves developing a WordPress plugin to facilitate the cataloguing and automatic exchange of information between the clearing-house mechanism and regional centres' websites. The specialist will also be responsible for updating the chemical profiles application, ensuring it aligns with the new graphic design of the BRS websites, and adding new modules with information on various chemicals listed under the Stockholm and Rotterdam Conventions. The role requires collaboration with the joint clearing-house mechanism team and effective communication with regional centres to ensure successful implementation of the workplan for the biennium 2024-2025.

Duties and Responsibilities:
The duties and responsibilities of the Information Exchange Specialist include:
  • Enhancing the regional centres portal interoperability tools and promoting their use by regional centres. This involves developing a WordPress plugin tailored to the needs of the regional centre in Barcelona and providing assistance for its installation and use.
  • Adding new modules to the chemical profiles application, which includes enhancing the application to match the new graphic design, adding and configuring information on various chemicals, and ensuring that all relevant documents from the POPRC process are included.
  • Collaborating closely with the joint clearing-house mechanism team and reporting to the Information System Officer.
  • Monitoring the information exchanged through the plugin and providing feedback to improve assistance to regional centres.
  • Producing guidance materials such as video tutorials or technical documentation as necessary.

Required Qualifications:
The position requires an advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field. Alternatively, a first-level university degree combined with two additional years of relevant professional experience may be accepted. A minimum of 5 years of progressively responsible working experience in computer programming, database design, and data analysis from complex databases is essential. Proven experience in system analysis and design, advanced programming skills in MS VB or C# for .NET platform, and proficiency in using MS SQL Server databases and OData restful web services are required. Familiarity with web application development using JQuery, Kendo UI, and content management systems such as DotNetNuke is also necessary, along with a good understanding of the latest web technologies such as HTML 5 and CSS3.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in a relevant field such as computer science, information systems, mathematics, or statistics. In cases where candidates hold a first-level university degree, they must also have two additional years of relevant professional experience to be considered equivalent to the advanced degree requirement.

Experience:
The position requires a minimum of 5 years of progressively responsible working experience in the field of computer programming, database design, and data analysis. Candidates should have a strong background in system analysis and design, as well as experience in developing and configuring web applications. Experience working with international organizations, particularly those focused on environmental issues, is desirable but not mandatory.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Additionally, fluency in another UN official language is considered desirable, which may include languages such as French, Spanish, Arabic, Chinese, or Russian.
