Job Overview: The Procurement Officer (Monitoring & Compliance) plays a crucial role within the Procurement Service of FAO, located in the LogisticsServices Division at the organization's headquarters in Rome, Italy. This position is responsible for ensuring that procurement activities comply with FAO's established policies and procedures while reflecting best practices for public procurement. The officer will support monitoring through the analysis of reports, identify variances or compliance issues, and make recommendations for improvements. The role also involves collaborating in the development of training tools and materials, organizing training workshops, and participating in special project teams. The officer will draft tender documents, contracts, and purchase orders, review technical and financial offers, and respond to requests for assistance during the tendering process. Additionally, the officer will support corporate initiatives aimed at reducing emissions and increasing efficiency, while participating in market and supplier research.
Duties and Responsibilities: The duties and responsibilities of the Procurement Officer (Monitoring & Compliance) include:
Supporting monitoring through analysis of procurement reports and identifying variances or compliance issues.
Making recommendations for improved work methods and procedures.
Collaborating in the development of training tools and materials and organizing training workshops and seminars.
Participating in special project teams as required.
Drafting tender documents, contracts, purchase orders, and general correspondence.
Reviewing technical and financial offers and participating in meetings with stakeholders.
Responding to requests for assistance during the tendering process from managers and staff at headquarters and decentralized offices.
Making recommendations on the best course of action and approving obligations as per delegated authority.
Supporting corporate initiatives in line with the Corporate Environmental Responsibility Strategy. 1
Participating in market and supplier research. 1
Performing other duties as required.
Required Qualifications: Candidates must meet the following minimum requirements:
An advanced university degree in law, business/public administration, finance, economics, commerce, or a related field with three years of relevant experience in procurement-related activities; OR
A first-level degree in law, business/public administration, finance, economics, commerce, marketing, or a related field with five years of work experience in procurement-related activities, along with completion of a professional qualification from an internationally recognized body such as CIPS Level 2/3/4, MCIPS, FCIPS, or other UN-wide recognized certifications.
Working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language (Arabic, Chinese, French, Russian, or Spanish).
Educational Background: The educational background required for this position includes an advanced university degree in law, business/public administration, finance, economics, commerce, or a related field. Alternatively, a first-level degree in the same fields is acceptable if accompanied by relevant work experience and professional qualifications from recognized bodies.
Experience: The position requires three years of relevant experience in procurement-related activities for candidates with an advanced degree, or five years for those with a first-level degree. Experience in more than one location or area of work, particularly in field positions, is desirable. Candidates should also have experience in the field of Corporate Environmental Responsibility and demonstrated knowledge of procurement and contract-related issues.
Languages: The mandatory language requirements for this position include a working knowledge (proficiency - level C) of English and intermediate knowledge (intermediate proficiency - level B) of another official FAO language, which can be Arabic, Chinese, French, Russian, or Spanish. Additionally, working knowledge (proficiency - level C) of French and/or Spanish is considered an asset.
