Job Overview:
The Air Law Expert (OPAS) will play a crucial role in supporting GACA's mission to provide effective safety oversight in civil aviation. This position involves planning, developing, implementing, and coordinating air law activities in alignment with international standards. The expert will ensure that GACA's legal rights and obligations are protected by ensuring compatibility with international air laws and regulations. Responsibilities include drafting and reviewing contracts, providing legal advice on various aviation-related issues, and preparing training programs for Saudi personnel in the field of air law. The expert will also represent GACA in international conventions and agreements, conduct legal research, and create legal content related to air law. The position requires a strong understanding of the Cape Town Convention and its implementation in Saudi Arabia, as well as the ability to provide legal training materials.

Duties and Responsibilities:
The duties and responsibilities of the Air Law Expert include:
  • Planning and coordinating air law activities in collaboration with international organizations.
  • Protecting GACA's legal rights by ensuring contracts and agreements comply with international air laws.
  • Drafting and reviewing legal documents and contracts.
  • Providing legal advice on taxation issues and aviation litigation.
  • Preparing and supervising training programs for Saudi personnel in air law.
  • Reviewing GACA's participation in international conventions and agreements.
  • Drafting replies to queries regarding air law and Saudi civil aviation regulations.
  • Conducting legal studies, research, and benchmarking.
  • Creating legal content on air law at both national and international levels. 1
  • Advising on the Cape Town Convention and its implementation in Saudi Arabia. 1
  • Performing other related duties as assigned by the Aviation Consulting Manager.

Required Qualifications:
The required qualifications for the Air Law Expert position include:
  • A university degree in Aviation Law or relevant academic qualifications.
  • A minimum of 10 years of professional experience in aviation law.
  • Expertise in international air law and familiarity with United Nations agencies' regulations and standards.
  • Knowledge of contract drafting principles and applications.
  • Expertise in the Cape Town Convention and its implications for aviation law.
  • Strong analytical and legal research skills.
  • Excellent communication and interpersonal skills to effectively collaborate with internal and external stakeholders.

Educational Background:
The educational background required for this position includes a university degree in Aviation Law or a related field. A Master of Law degree is preferred but not mandatory. The candidate should possess a solid understanding of aviation regulations and international law as it pertains to civil aviation.

Experience:
Candidates must have a minimum of 10 years of experience in aviation law, demonstrating a comprehensive understanding of international air law and the regulatory framework governing civil aviation. Experience working with United Nations agencies and other international organizations is essential, as is expertise in contract drafting and the Cape Town Convention.

Languages:
A professional command of oral and written English is essential for this position. A working knowledge of Arabic is considered an asset, enhancing communication with local stakeholders and facilitating legal processes within the region.
