This consultancy is established at the West Asia Office within the framework of the Strategic Cooperation Agreement between UNEP and the Ministry of Environment, Water and Agriculture (MEWA).

Job Overview:
The Consultant will be responsible for developing a comprehensive environmental and compliance impact assessment framework. This role involves conducting a thorough assessment of the existing Environmental Impact Assessment (EIA) system requirements in the National Centre for Environmental Compliance (NCEC), identifying gaps and areas for improvement. The Consultant will also research and analyze EIA models from various countries to identify best practices and develop a tailored EIA model for NCEC that aligns with international best practices, national environmental regulations, and institutional needs. Additionally, the Consultant will engage with stakeholders to gather feedback and ensure the proposed EIA model is relevant and effective. Training sessions will be designed and delivered for NCEC staff and service providers to facilitate the implementation of the new EIA model. Furthermore, the Consultant will assess the feasibility of incorporating a Health Impact Assessment (HIA) component within the proposed EIA model to evaluate potential health risks and enhance public health considerations in environmental decision-making. The Consultant will also support the development of a compliance monitoring model by analyzing the current compliance framework, policies, and enforcement mechanisms within NCEC, evaluating challenges and inefficiencies, and developing a structured compliance workflow that enhances monitoring and regulatory effectiveness.

Duties and Responsibilities:
  • Conduct a comprehensive assessment of the existing EIA system requirements in NCEC, identifying gaps and areas for improvement.
  • Research, compile, and analyze EIA models from various countries and identify best practices.
  • Develop a tailored EIA model for NCEC, considering international best practices, national environmental regulations, and institutional needs.
  • Engage with stakeholders for acquiring feedback and update the proposed EIA model to ensure relevance and effectiveness.
  • Design and deliver training sessions for NCEC staff and service providers to ensure a smooth transition and effective implementation of the new proposed EIA model.
  • Assess the feasibility of incorporating a Health Impact Assessment (HIA) component within the proposed EIA model to evaluate potential health risks and enhance public health considerations in environmental decision-making.
  • Conduct a thorough analysis of the current compliance framework, policies, and enforcement mechanisms within NCEC.
  • Evaluate challenges, inefficiencies, and areas for improvement in the existing compliance processes.
  • Develop a structured compliance workflow structure that enhances monitoring, enforcement, and regulatory effectiveness. 1
  • Coordinate with the Compliance Model Development Team to ensure alignment.

Required Qualifications:
Master’s degree in environmental management, environmental engineering, environmental sustainability, or related fields is required. A minimum of 10 years of experience in environmental assessment and compliance or related fields is required. Strong background in environmental compliance monitoring, enforcement mechanisms, and regulatory processes is required. Experience in designing and delivering training programs for government institutions and environmental professionals is required. Proven ability to research, analyze, and benchmark compliance models from various countries. Practical experience in training and capacity building in the Kingdom of Saudi Arabia is desirable.

Educational Background:
A Master’s degree in environmental management, environmental engineering, environmental sustainability, or related fields is required for this position.

Experience:
A minimum of 10 years of experience in environmental assessment and compliance or related fields is required. This experience should include a strong background in environmental compliance monitoring, enforcement mechanisms, and regulatory processes, as well as experience in designing and delivering training programs for government institutions and environmental professionals.

Languages:
Fluency in written and spoken English and Arabic is required for this position. This bilingual requirement is essential for effective communication and engagement with stakeholders and team members.
