Job Overview:
The position is located in UNEP's Climate Change Division, specifically within the Mitigation Branch of the Global Environment Facility (GEF) Climate Mitigation Unit. The incumbent will play a crucial role in the development and implementation of the GEF Asia Pacific portfolio of climate change mitigation projects. This includes participating in project inception and steering committee meetings to ensure readiness for project implementation, monitoring project progress, and troubleshooting any risks that may arise. The role also involves analyzing project outputs for quality and relevance, providing support to project execution, and ensuring adherence to UNEP and GEF criteria. Additionally, the incumbent will be responsible for identifying new climate change mitigation project proposals, preparing project revisions, and managing evaluations. The position requires close collaboration with various stakeholders and a commitment to promoting sustainable development and effective climate policies.

Duties and Responsibilities:
  • Participate in the development and implementation of the GEF Asia Pacific portfolio of climate change mitigation projects, ensuring project readiness and timely execution.
  • Monitor project progress and performance, utilizing a risk management system to address any significant risks or issues.
  • Analyze the quality and relevance of project outputs, coordinating support to enhance quality as needed.
  • Provide substantive support to project execution, ensuring compliance with UNEP and GEF regulations.
  • Monitor reporting by project partners, providing feedback and consolidating progress reports.
  • Assist in preparing project revision requests, ensuring documentation meets UNEP and GEF standards.
  • Manage mid-term reviews and terminal evaluations in accordance with GEF/UNEP guidance.
  • Identify new climate change project proposals based on country needs and donor priorities, consulting with internal and external partners.

  • Maintain communication with project stakeholders and monitor GEF project milestones to prevent delays.

Required Qualifications:
Candidates must possess a strong understanding of project management principles, particularly in the context of climate change mitigation. Knowledge of the Global Environment Facility and familiarity with UNEP's operational frameworks are essential. The ability to analyze complex issues, conduct independent research, and apply judgment in decision-making is crucial. Candidates should demonstrate professionalism, teamwork, and accountability in their work, showing a commitment to gender equality and inclusivity in all areas of responsibility.

Educational Background:
An advanced university degree (Master's degree or equivalent) in Engineering, Economics, Energy/Climate Change, or a related field is required. Alternatively, a first-level university degree in a relevant field combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of five years of relevant experience in project management related to climate change mitigation or non-land use projects is required. Experience working with government institutions and in Asian countries is preferred. Candidates should also have experience in international and multicultural settings. Additionally, at least two years of experience in data analytics or a related area is desirable.

Languages:
Fluency in English is required, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and knowledge of another official United Nations language is also considered an asset. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' indicates a rating of 'confident' in two of the four areas.

Additional Notes:
The appointment for this position is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding. Candidates selected for this position will receive a fixed-term appointment limited to the project.
