Job Overview: The Consultant (Programs, Tunisia) will play a crucial role in providing program and operational advice for the implementation of the skills for employment program. This position requires close collaboration with the EOF team and the Program Manager, ensuring effective monitoring and support for implementing partners. The consultant will be responsible for conducting approximately twelve mission trips within Tunisia to oversee program implementation and facilitate governance meetings. The role demands strong organizational skills to prepare pre-reading materials for meetings, lead expense verification exercises, and document key decisions made during monthly meetings with implementing partners. The consultant will also conduct site visits to assess program alignment with standards and produce detailed reports summarizing findings and recommendations.
Duties and Responsibilities:
Finalize pre-reading materials for program governance meetings and facilitate workshops, ensuring timely distribution and documentation of decisions made.
Lead expense verification exercises for EOF’s skills program, producing comprehensive reports for each implementing partner with actionable recommendations for financial process improvements.
Conduct monthly 1:1 meetings with implementing partners, documenting discussions and challenges, and updating EOF’s risk register accordingly.
Perform site visits to program locations, writing detailed reports on activities, successes, and areas for improvement.
Conduct bi-annual safeguarding process checks and draft reports summarizing strengths and areas for improvement for each implementing partner.
Carry out market research for local procurement needs, ensuring compliance with UNICEF procurement policies.
Required Qualifications: An advanced degree (master’s or above) in business, economics, political science, finance, education, international development, or a related field is required. A bachelor’s degree may be considered with an additional two years of relevant professional experience. A minimum of 5 years of relevant professional work experience in operational or program delivery roles is essential, with specific experience in Tunisia preferred, particularly in the skills-for-employment, education, or nonprofit sectors. Fluency in English and Arabic is mandatory, with proficiency in French being an additional asset.
Educational Background: Candidates must possess an advanced degree (master’s or above) in a relevant field such as business, economics, political science, finance, education, or international development. A bachelor’s degree will be accepted if accompanied by two additional years of relevant professional experience beyond the minimum requirements.
Experience: The position requires a minimum of 5 years of relevant professional experience in operational or program delivery roles. Experience working in Tunisia is essential, with a preference for candidates who have worked in the skills-for-employment, education, or nonprofit sectors. Familiarity with safeguarding practices and conducting monitoring activities is highly desirable, as is experience collaborating with government entities, donors, and implementing partners.

Additional Notes: The consultancy assignment involves travel within Tunisia, and candidates are required to submit a financial proposal outlining their daily fee rate in USD and anticipated travel costs. Selected candidates will not be considered staff members under the United Nations and UNICEF regulations and will not receive benefits such as leave entitlements or medical insurance coverage. They are responsible for their tax liabilities and ensuring valid visa and health insurance for the contract duration.
