Job Overview:
The ICT Assistant will play a crucial role in supporting the implementation of the EU funded project ‘Individual measure to strengthen Integrated Border Management capacities in Montenegro’ at the IOM Podgorica office. Under the overall supervision of the Project Manager and direct supervision of the National Head of Resources Management, the incumbent will provide necessary ICT support and administrative assistance to ensure the successful execution of the project. This position requires close coordination with the ICT Coordinator and involves a variety of tasks related to IT project management, documentation, and stakeholder engagement. The ICT Assistant will be responsible for maintaining effective communication with project stakeholders and ensuring that all IT-related activities align with IOM policies and donor requirements.

Duties and Responsibilities:
The duties and responsibilities of the ICT Assistant include, but are not limited to: assisting in the provision of overall administrative and technical support for the IT component of the project; collecting and compiling necessary documentation for IT-related activities and interventions; assisting with tender processes for IT-related activities; organizing meetings and travel arrangements; preparing Notes For Files (NFFs) for projects and meetings; attending regular coordination technical meetings and preparing NFFs for supervisors; assisting in drafting IT budgets, financial reports, and project reports for donors; undertaking field visits for monitoring purposes; preparing field reports and regular weekly reports; providing updates on the progress of IT-related activities; maintaining a filing system and updating project IT component archives; following up on procurement and logistics processes; assisting in contracting with IT vendors; preparing requests for payments; maintaining and troubleshooting the IOM network; coordinating planned technology upgrades; managing ICT inventory; coordinating equipment servicing and disposal; resolving technical and software problems; and supporting the installation and maintenance of new IT equipment.

Required Qualifications:
The position requires a High School diploma with four years of relevant experience, or a Bachelor’s Degree in Computer Science or Information Technology, or an equivalent combination of education and training in database maintenance and related fields from an accredited institution with two years of relevant professional experience. Experience working in an International Organization is an advantage, as is familiarity with Windows Server software in a multi-site environment, MS Office, Antivirus Software, and IT utilities. Experience with HP/Compaq, IBM, and Cisco equipment is also beneficial.

Educational Background:
Candidates must possess a High School diploma or a Bachelor’s Degree in Computer Science, Information Technology, or a related field. An equivalent combination of education and training in relevant areas will also be considered. The educational background should include training in database maintenance and upkeep or related fields from an accredited academic institution.

Experience:
Candidates should have a minimum of two years of relevant professional experience, particularly in roles that involve IT support and project management. Experience in an international organization is preferred, as well as familiarity with various IT systems and software. The ability to work under pressure and with minimal supervision is essential, along with strong interpersonal and team-building skills.

Languages:
Fluent written and oral knowledge of English and Montenegrin is required. Proficiency in additional languages may be considered an asset, but is not mandatory for this position.

Additional Notes:
The position is subject to local recruitment, and only Montenegro nationals/citizens or individuals holding a valid residence and work permit for Montenegro will be eligible for consideration. The appointment will be contingent upon funding confirmation and medical fitness certification. Candidates will also need to provide evidence of vaccination against COVID-19 as part of the mandatory medical entry on duty clearance.
