Job Overview:
The Human Resources Associate (RAS) position is located within UNICEF's Global Shared Services Centre (GSSC), which provides essential services to UNICEF offices worldwide in various areas, including HR Administration. The HR Associate (RAS) will support the Recruitment Hub by undertaking specialized HR support activities that require a deep understanding of HR regulations and procedures. The role involves providing administrative, procedural, and operational support to ensure the efficient implementation of recruitment services for all staff categories, ensuring compliance with UNICEF HR rules and regulations. The HR Associate is expected to work with a high degree of operational independence, contributing to the design and development of improved services and delivery processes.

Duties and Responsibilities:
The HR Associate (RAS) will be responsible for a variety of tasks, including preparing vacancy announcements in UNICEF’s Talent Management System, circulating advertisements, liaising with HR Business Partners and Hiring Managers throughout the recruitment process, and serving as the focal point for candidates. The role includes monitoring the recruitment process lifecycle, pre-screening candidates, assigning statuses, quality checking longlists, arranging online assessments, coordinating interview arrangements, and informing unsuccessful candidates. The HR Associate will also maintain talent pools and stay updated on recruitment-related policies and procedures, escalating any non-compliance issues to the HR Officer.

Required Qualifications:
Candidates must possess advanced computer literacy and be proficient in using standard office software tools such as MS Office and enterprise databases. Excellent communication skills, multitasking abilities, and a results-driven mindset are essential. The ability to manage competing priorities is also required. Additionally, candidates should have a strong understanding of HR regulations and the capacity to adapt and interpret guidelines in complex situations.

Educational Background:
The minimum educational requirement is the completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization. A completed university degree from an accredited institution can count towards the work experience requirements, with a bachelor's degree counting for three years and a relevant master's degree replacing an additional two years of experience.

Experience:
Candidates should have a minimum of 6 years of progressively responsible work experience in HR Administration or a relevant clerical field, including at least one year of dedicated recruitment experience. Experience in developing countries or familiarity with emergency situations is also desirable.

Languages:
Fluency in English is mandatory. Proficiency in the SAP system is considered an asset, while working knowledge of French and/or Spanish is advantageous. Knowledge of another official UN language, such as Arabic, Chinese, or Russian, is also beneficial.

Additional Notes:
The position is shift-based to accommodate the time zone of the respective region. Applicants must be nationals of Hungary or other EU/Schengen countries or possess a valid long-term Hungarian residency and work permit. UNICEF GSSC does not facilitate visa sponsorship for locally recruited staff. The compensation package includes a competitive salary exempt from national income taxes in Hungary, a net minimum monthly salary of HUF 806,005, 30 days of annual leave, parental leave, dependency allowance, medical insurance, a pension plan, optional life insurance, and access to professional development programs.
