Job Overview:
The Technical Specialist in Land Tenure will play a crucial role in addressing the challenges posed by excessive land fragmentation and small farm sizes that hinder agricultural productivity and competitiveness. This position requires a deep understanding of land tenure issues, particularly in relation to land consolidation, land policy, and access to land. The specialist will provide technical assistance to governments in implementing land consolidation instruments, assess progress, identify constraints, and recommend solutions. The role also involves facilitating cooperation between FAO country staff and government officials, coordinating backstopping missions, and leading the development of training programs for government staff. The specialist will contribute to enhancing partnerships and resource mobilization related to FAO's land tenure work, ensuring that agricultural land markets are developed and regulated effectively.

Duties and Responsibilities:
The Consultant will be responsible for a variety of tasks, including: providing technical assistance to governments on land consolidation instruments; formulating land policies and regulations; facilitating cooperation between FAO and government staff; coordinating planning and execution of backstopping missions; leading the development of training programs; formulating projects and work plans; enhancing partnerships and resource mobilization; reviewing and contributing to studies and reports; providing technical advice in line with the Voluntary Guidelines on the Responsible Governance of Tenure; and carrying out other related activities as requested. The role requires a proactive approach to problem-solving and the ability to work collaboratively with multiple stakeholders.

Required Qualifications:
Candidates must possess an advanced degree in administration" style="border-bottom: 1px dotted #007bff !important;">land administration, land management, law, agriculture, economy, or related disciplines. A minimum of 5 years of relevant experience in project management and technical assistance is required, preferably in areas related to land consolidation, land management, and land market development. Candidates should have a strong understanding of land consolidation programs and projects, as well as experience in providing technical assistance to government ministries and agencies. Excellent communication skills, both written and verbal, are essential, along with strong analytical and problem-solving abilities.

Educational Background:
An advanced degree in land administration, land management, law, agriculture, economy, or related fields is required for this position. This educational background is crucial for understanding the complexities of land tenure and the legal frameworks that govern land use and management.

Experience:
Candidates should have at least 5 years of relevant experience in project management and technical assistance, particularly in the context of land consolidation and land management.
