Job Overview:
The Senior Programme Management Officer will be responsible for leading the coordination of technical and substantive matters related to the Intergovernmental Negotiating Committee (INC) process, particularly in the context of developing an international legally binding instrument on plastic pollution. This role involves preparing documentation for all sessions related to the INC, providing technical and scientific support, and ensuring that gender mainstreaming guidelines are implemented in all planned actions. The incumbent will also manage outreach activities, coordinate budget and funding activities, and supervise staff, ensuring effective utilization and development of team members. The position requires a strong ability to communicate and negotiate effectively, as well as the capacity to lead and manage complex projects in a multi-stakeholder environment.

Duties and Responsibilities:
The duties and responsibilities of the Senior Programme Management Officer include leading the coordination of technical and substantive matters for the INC process, preparing documentation for meetings, managing and coordinating staff during sessions, ensuring the implementation of gender mainstreaming guidelines, directing research and program evaluation, coordinating policy development, supervising the preparation of various written outputs, managing outreach activities, leading field missions, coordinating budget and funding activities, and serving as a spokesperson for the organization. The officer will also be responsible for establishing collaboration and partnerships with key officials and ensuring effective communication within the organization and with external stakeholders.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or Doctorate) in environmental science, business administration, management, economics, or related fields. A first-level degree (Bachelor’s) with two additional years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable. Candidates should demonstrate a strong understanding of environmental issues and possess the ability to provide innovative technical leadership.

Educational Background:
An advanced university degree (Master’s or Doctorate degree, or equivalent) in environmental science, business administration, management, economics, or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two (2) additional years of relevant work experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics, or data science programs is desirable.

Experience:
A minimum of ten (10) years of progressively responsible experience in project or programme management, administration, or related areas is required. Experience in supporting multilateral environmental agreement negotiations is essential. Experience working in or with developing countries is desirable, as is experience in providing policy advice or technical cooperation services to government authorities at regional or international levels. Familiarity with the UN system and experience in implementing projects addressing plastic pollution are also desirable. Experience in data analytics or related areas is a plus.

Languages:
Fluency in English is required, and knowledge of French is desirable. Knowledge of another official United Nations language is also desirable. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while 'knowledge of' is defined as a rating of 'confident' in two of the four areas.
