Job Posting Organization: The position is located in the Partnership Section of the Office of the Controller, which is part of the Office of Programme Planning, Finance and Budget in the Department of Management Strategy, Policy and Compliance. This office acts as a Secretariat-wide advisor, providing expertise on global partnerships, donor relations, resource mobilization, and implementing partnerships. The office is dedicated to supporting all Secretariat entities by establishing guidelines, defining procedures, and providing policy guidance related to funding partnerships and implementing partner arrangements. The organization aims to enhance the effectiveness of partnerships and ensure that resources are mobilized efficiently to support its mission.
Job Overview: The Programme Management Officer will play a crucial role in developing, implementing, and evaluating organizational guidance and management frameworks for the registration, selection, engagement, monitoring, reporting, risk management, and evaluation of Implementing Partners. This includes UN System organizations, non-governmental organizations, intergovernmental organizations, and not-for-profit organizations. The officer will monitor and analyze program/project development and implementation, review and draft relevant documents and reports, and propose corrective actions for identified issues. The role also involves performing capacity-building activities, conducting research and analysis, assisting in policy development, and preparing various written outputs. The officer will provide substantive support to meetings and conferences, coordinate budget and funding activities, and collect and analyze data to identify trends for data-driven decision-making.
Duties and Responsibilities: The Programme Management Officer will be responsible for a wide range of duties, including:
Participating in the development and implementation of organizational guidance and management frameworks for Implementing Partners.
Monitoring and analyzing program/project development and implementation.
Reviewing and drafting relevant documents and reports.
Identifying problems and proposing corrective actions.
Performing capacity-building activities through workshops and training sessions.
Researching and analyzing information regarding mechanisms for implementation.
Assisting in policy development and integration of technological systems.
Undertaking analytical initiatives and spearheading data collection.
Preparing various written outputs, including background papers and reports. 1
Providing support to consultative meetings and conferences. 1
Conducting outreach activities and training workshops. 1
Participating in field missions and capacity-building initiatives. 1
Coordinating activities related to budget and funding. 1

Required Qualifications: Candidates must possess a strong understanding of theories and concepts relevant to Implementing Partner management, including the use of ERP systems like Umoja. They should have the ability to identify and analyze issues, conduct independent research, and apply judgment in their assignments. Candidates should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a team environment. They should also show a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in project or programme management is required. Candidates should have experience in developing policies, procedures, and standards for managing Implementing Partners. Experience with ERP systems such as Umoja for managing projects or programmes is also required. Desirable experience includes managing Implementing Partners and using systems like the United Nations Partner Portal, as well as familiarity with result-based management methodologies and frameworks.
Languages: Fluency in oral and written English is required. Knowledge of French is desirable, and knowledge of another official United Nations language is an advantage.
