Job Overview:
The Project Support Officer will play a crucial role in the EU Central Asia Civil Society Facility project, which aims to enhance the participation of Central Asian Civil Society Organizations (CSOs) in regional dialogues and capacity development. The officer will provide technical and administrative support services, ensuring efficient service delivery in administration and logistics. This position requires a proactive approach to project management, with a focus on client satisfaction and effective resource utilization. The officer will also engage with young leaders and facilitate training sessions to build their capacities in sustainable development topics such as environment and digitalization. The role involves monitoring team performance, compliance with UNOPS regulations, and ensuring the successful execution of project activities in collaboration with various stakeholders.

Duties and Responsibilities:
  • Management Support: Provide overall project support in financial and grants management, procurement, monitoring, and reporting. Coordinate work areas and coach personnel in standard office transactions and client services. Monitor team performance against service agreements and ensure client satisfaction.
  • Logistics and Asset Management: Ensure effective logistics and asset management support services. Oversee logistics systems implementation, customs clearance, travel management, and office supplies. Supervise transportation services and ensure prompt reporting of vehicle incidents.
  • Knowledge Building: Organize training initiatives for personnel on administration-related topics. Contribute to knowledge networks by synthesizing lessons learned and disseminating best practices. Collect feedback and ideas to improve processes and practices.
  • Client Service: Promote a client-oriented approach, ensuring efficient service delivery and resource utilization. Maintain strong relationships with clients and stakeholders, ensuring their needs are met effectively.
  • Reporting: Prepare reports on project activities, performance metrics, and client satisfaction to inform decision-making and improve service delivery.

Required Qualifications:
  • Education: Completion of secondary school is required. A Bachelor's degree in Business Administration, Public Administration, or equivalent disciplines is desirable but not mandatory. Administrative certification is an asset in the absence of a degree.
  • Experience: A minimum of six years of relevant experience in general administrative, logistics, or operations support services in public or corporate organizations is required. Experience in the UN system is desirable. Proficiency in MS Office and web-based management systems is required.
  • Skills: Strong organizational and communication skills, ability to work under pressure, and a commitment to client service are essential. Knowledge of UNOPS rules and regulations is an advantage.

Educational Background:
The educational background required for this position includes the completion of secondary school as a minimum. A Bachelor's degree in Business Administration, Public Administration, or related fields is preferred but not mandatory. In cases where a degree is not held, administrative certification can be considered an asset. This educational foundation is essential for understanding the administrative and logistical aspects of the role.

Experience:
The position requires a minimum of six years of relevant experience in administrative, logistics, or operations support services. This experience can be in either national or international public or corporate organizations. If the candidate holds a Bachelor's degree, a combination of two years of experience may be accepted. Proficiency in using computers and office software packages, particularly MS Office, is essential, along with experience in handling web-based management systems.

Languages:
Full working knowledge of English and Russian is mandatory for this position. Additionally, knowledge of a regional working language is considered an asset, as it can enhance communication and collaboration with local stakeholders and partners.

Additional Notes:
This position is offered under a Local Individual Contractor Agreement (LICA) contract type, specifically at the ICS 6/LICA 6 level. The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
