Job Overview:
The position is located within the UNEP Ecosystems Division, specifically in the Marine and Freshwater Ecosystems Branch, Freshwater Ecosystems and Wetlands Unit. The incumbent will be responsible for the implementation, monitoring, and evaluation of various programs and operations related to freshwater ecosystems and wetlands. This role involves conducting research, analyzing data, and providing substantive support for policy coordination and evaluation functions. The officer will assist in consulting assignments, contribute to the preparation of written outputs, and support administrative functions for meetings and conferences. The position also requires participation in outreach activities, field missions, and budget coordination, making it essential for the candidate to have strong analytical and organizational skills.

Duties and Responsibilities:
The duties of the Programme Management Officer include conducting basic research on programs and operations related to freshwater ecosystems, providing support for policy coordination, assisting in consulting assignments, preparing various written outputs, and providing administrative support for meetings. The officer will also undertake outreach activities, participate in training workshops, and coordinate budget-related activities. Additional responsibilities include data collection and analysis, identifying trends, and providing insights through data visualization methods. The role requires flexibility to perform other duties as required, ensuring a comprehensive approach to managing freshwater ecosystems and wetlands.

Required Qualifications:
Candidates must possess a strong understanding of theories and concepts relevant to freshwater ecosystems and wetlands. They should demonstrate the ability to identify and analyze issues, develop data collection sources, and conduct independent research. The role requires excellent judgment, planning, and organizational skills, as well as the ability to manage conflicting priorities. A commitment to gender perspectives and equal participation in all areas of work is essential.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in water resources management, environmental management, environmental studies, or sustainable development is required. Alternatively, a first-level university degree combined with two years of qualifying work experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, indicating a strong foundation in analytical skills.

Experience:
A minimum of two years of progressively responsible experience in project or program management, water management, environmental management, ecosystem management, or climate change adaptation is required. Experience in global program management within the United Nations or an international organization is desirable. Additionally, one year or more of experience in data analytics or a related area is preferred, although this requirement may be waived for candidates who have successfully completed the Young Professionals Programme or hold a related degree.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another UN official language, such as French, is desirable. Fluency is defined as a rating of 'fluent' in all four areas: reading, writing, speaking, and understanding. Knowledge of another language is considered a rating of 'confident' in at least two of these areas.

The appointment for this position is for an initial period of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding.
