Job Overview: The National Expert on Enterprise Development will play a crucial role in supporting the ILO's project funded by the Swedish International Development Agency (Sida) aimed at creating productive employment and decent working conditions in Mozambique. This position focuses on promoting sustainable enterprise development, particularly for young women and men living in poverty. The expert will work closely with project partners to design and implement interventions that foster economic growth and job creation. The role requires a systems approach to project management, emphasizing collaboration with government entities, employers' organizations, and workers' organizations. The expert will also be responsible for ensuring that gender and environmental considerations are integrated into all project activities, thereby contributing to the overall goal of enhancing employment outcomes in Mozambique.
Duties and Responsibilities:
Support the design and implementation of interventions, outputs, and activities under the project’s outcome 2, focusing on sustainable enterprise growth and decent employment creation.
Collaborate with the project Results Measurement and M&E expert to develop measurement indicators and data collection methods for monitoring project progress and recommending improvements.
Deliver high-quality technical inputs, including conducting qualitative and quantitative research aligned with ILO core conventions on fundamental rights at work.
Represent the project in technical meetings as assigned by the Chief Technical Adviser (CTA).
Facilitate training and awareness-raising exercises for policymakers and technical staff of ILO’s implementing partners, organizing seminars, workshops, and meetings as needed.
Develop strategies to mainstream gender and environmental issues throughout the project implementation phase.
Liaise with project partners to enhance project visibility and facilitate the scaling-up of interventions through the production of visibility materials and reports.
Contribute to drafting Implementation Agreements, Service contracts, grant agreements, and periodic reports on project status and ILO technical assistance interventions.
Review and analyze country-specific development plans, socio-economic data, and other relevant information to contribute innovative ideas for project development. 1
Perform any other relevant duties as requested by the CTA.
Required Qualifications: Candidates must possess a first-level university degree in social sciences, development studies, or a related field. Additionally, candidates should demonstrate a strong understanding of socio-economic development, labor market trends, and the structure of labor market institutions in Mozambique. Knowledge of entrepreneurship, value chain development, and market systems development is also essential. Candidates should exhibit strong analytical skills and the ability to conceptualize, plan, and coordinate activities consistent with the project's objectives.
Educational Background: A first-level university degree in social sciences, development studies, or any other relevant field is required for this position. This educational background is crucial for understanding the complexities of enterprise development and the socio-economic context in which the ILO operates.
Experience: Candidates should have at least three years of professional experience at the national level in enterprise development, including program coordination, project management, and implementation of donor-funded projects. Experience engaging with ILO’s tripartite constituents and UN partners in Mozambique is highly desirable, particularly in the context of project implementation or capacity-building exercises. Knowledge in value chain development or market systems development will be considered an added advantage.
Languages: Excellent command of English is mandatory, along with a good working knowledge of Portuguese (both written and spoken). Proficiency in these languages is essential for effective communication and collaboration with stakeholders in Mozambique.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension based on various factors, including the availability of funds and satisfactory performance.
