Job Overview: The PSEAH Specialist will play a crucial role in leading the implementation of the inter-agency Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH) program across Afghanistan. This position is under the direct supervision of the UNFPA Representative and involves advising the Resident Coordinator/Humanitarian Coordinator (RC/HC) for the United Nations Country Team (UNCT) and the Humanitarian Country Team (HCT). The Specialist will focus on strengthening inter-agency systems for PSEAH while providing direct support to UNFPA and its partners. The role is essential for maintaining progress in preventing sexual exploitation and abuse, enhancing victim support systems, and ensuring safe working conditions for aid workers. The PSEAH Specialist will also be responsible for fostering accountability and ensuring that both communities and aid workers are supported in a culture of safety and respect. This position requires a proactive approach to community engagement and collaboration with various stakeholders to ensure effective implementation of PSEAH strategies tailored to local contexts.
Duties and Responsibilities: The PSEAH Specialist will undertake a comprehensive set of responsibilities, including: supporting the implementation of the PSEA in-country program, assisting senior leadership in developing and implementing a tailored PSEA strategy, coordinating the enhancement of the inter-agency PSEA Network, conducting comprehensive joint risk assessments, aiding in the implementation of the Network's Terms of Reference and developing an annual Action Plan, coordinating the inter-agency PSEA Network with co-chairs, representing the Network in relevant coordination bodies, working closely with regional bodies to establish sub-national systems, collaborating with the UNFPA GBV Unit on program implementation, establishing an internal UNFPA Task Force on PSEA and SH, developing a PSEAH Action Plan for the Country Office, raising funds for PSEA programs, supervising the coordination of PSEA and AAP Sub-Working Groups, serving as a member of the UNFPA PSEA Advisory Group, providing expert guidance to Network members, supporting community engagement activities, developing a collective communication strategy, ensuring community participation in the PSEA Network work plan, engaging with the Awaaz Interagency Call Centre, coordinating with Clusters to mainstream PSEA, collaborating with various thematic working groups, presenting progress to UNCT and HCT, facilitating the establishment of an inter-agency Community-Based Complaints Mechanism (CBCM), drafting Standard Operating Procedures for complaint referrals, advocating for the endorsement of SOPs, mapping existing CFMs, rolling out inter-agency training on SEA complaint intake, and monitoring and evaluating the effectiveness of PSEAH initiatives.
Required Qualifications: Candidates must possess an advanced university degree in gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, or a related field. Additionally, candidates should have at least 7 years of relevant progressive work experience in areas such as PSEA, GBV, staff misconduct, risk management, or gender mainstreaming. Demonstrated expertise in SEA Risk Overview (SEARO) rollout, strong understanding of international development and BHN, familiarity with the UN system and global coordination structures, proven ability to develop and implement PSEAH Action Plans, experience in designing and facilitating capacity-building activities, excellent verbal and written communication skills, familiarity with data protection and confidentiality measures, and experience working in UN integrated missions are highly desirable qualifications.
Educational Background: The educational background required for this position includes an advanced university degree in fields such as gender studies, humanitarian affairs, human rights, law, social work, public health, development studies, or a related discipline. This educational foundation is essential for understanding the complexities of sexual exploitation and abuse prevention, as well as the broader context of humanitarian and development work.
