Job Posting Organization:
The Programme Planning and Budget Division (PPBD) is part of the Office of Programme Planning, Finance and Budget (OPPFB) within the Department of Management Strategy, Policy and Compliance (DMSPC) of the United Nations. The division is responsible for formulating plans and forecasting resource requirements in alignment with legislative intent, developing and implementing policies, procedures, and methodologies related to programme budgeting. Job Overview:
The Programme Budget Officer plays a crucial role in the preparation and administration of the programme budget. This position involves reviewing and finalizing programme plans based on departmental submissions, providing substantive support to intergovernmental bodies, and assisting in securing approvals from the General Assembly. The officer will support departments in translating legislative mandates into programme budgets, prepare budget guidance, and analyze data for budget proposals. Additionally, the officer will be responsible for budget administration, including issuing allotments, analyzing budget implementation data, and providing recommendations for performance reports. The role requires collaboration with various stakeholders and a commitment to ensuring compliance with United Nations policies and procedures.

Duties and Responsibilities:
The Programme Budget Officer will undertake a variety of responsibilities, including: reviewing and finalizing programme plans and revisions; providing support to intergovernmental bodies in their review of the medium-term plan; assisting departments in translating legislative mandates into budgets; supporting budget formulation calculations; preparing budget guidance for departments; analyzing data for budget proposals; providing substantive support to oversight bodies; issuing allotments; analyzing budget implementation data; recommending corrective measures; providing advice and training on budgetary policies; keeping up to date with relevant documents; researching and analyzing budgetary policies; streamlining budgetary practices; enhancing information systems; and preparing summarized information for senior managers and intergovernmental bodies.

Required Qualifications:
Candidates must possess a strong knowledge of financial principles and practices, including the ability to apply financial rules and regulations. They should demonstrate professional competence in budgetary and financial planning, monitoring budget execution, and reporting financial information. The ability to conduct independent research and analysis, formulate options, and present conclusions is essential. Candidates should also have strong financial and mathematical skills, the ability to validate data, and the capability to reconcile discrepancies in budgetary data. A commitment to gender perspectives and teamwork is also required.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, public administration, finance, economics, statistics, political science, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in finance, budget, business or public administration, strategic planning, statistics, information systems, or a related area is required. Of these five years, at least two years must be in Results-Based budgeting. Additionally, candidates should have at least one year of experience in designing, developing, and enhancing programme planning or budgeting processes. Experience in simplifying business processes, providing training on programme planning, and drafting financial policies is desirable.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage, enhancing the candidate's profile for the role.
