Job Overview:
The Humanitarian Programming Assistant (EU Liaison) plays a crucial role in supporting IOM's engagement with the European Union (EU) in relation to the Humanitarian Response and Recovery (HRR) portfolio. This position is designed to assist the Global Thematic Specialist (GTS) and the EU Liaison Officer in various functions including strategic engagement, technical support, and knowledge management. The incumbent will be responsible for monitoring humanitarian aid developments, providing advocacy support, and assisting in capacity building initiatives for country and regional offices. The role also involves administrative support to ensure the functionality of the HRR Unit, making it essential for the smooth operation of IOM's humanitarian efforts in collaboration with EU institutions.

Duties and Responsibilities:
  • Strategic Engagement: Monitor and analyze humanitarian aid developments and related policy changes, support the GTS in drafting strategic messages, and summarize relevant EU documents. Attend events and draft communications to EU counterparts.
  • Advocacy: Assist in promoting IOM's humanitarian activities to EU counterparts by contributing to the development of briefing packages for strategic discussions.
  • Technical Support: Support the EU Liaison Officer in developing capacity building initiatives for country and regional office staff on EU engagement and project development.
  • Programme Review: Assist in the project review process, including uploading project proposals and modifications to DG ECHO, and reviewing project reports.
  • Donor Compliance: Provide support to IOM country offices regarding EU rules and regulations in humanitarian response.
  • Resource Mobilization: Collect and analyze emergency funding data from the EU to inform country offices of funding opportunities.
  • Knowledge Management: Maintain knowledge sharing platforms and ensure information is current.
  • Learning: Gather and disseminate lessons learned from evaluations of EU-funded programs.
  • Perform any other duties as assigned.

Required Qualifications:
  • Education: A Bachelor’s degree or higher in Political or Social Sciences, Law, International Relations, or a related field from an accredited institution, or a High School diploma with four years of relevant experience.
  • Experience: At least two years of relevant professional experience in migration issues, humanitarian response, or project development. Experience in EU liaison, particularly in humanitarian response, is highly advantageous.
  • Skills: Strong writing and analytical skills, knowledge of EU institutions and decision-making processes, project management skills, good interpersonal and communication skills, proactivity, organizational abilities, and computer literacy.

Educational Background:
Candidates must possess a Bachelor’s degree or higher in a relevant field such as Political or Social Sciences, Law, or International Relations from an accredited academic institution. Alternatively, a High School diploma with four years of relevant experience is acceptable. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in humanitarian response and migration issues.

Experience:
The position requires at least two years of relevant professional experience. Candidates with experience in migration issues, particularly related to humanitarian response and recovery, will have an advantage. Experience in project development or reporting is also beneficial. Additionally, familiarity with EU liaison work, especially in the context of humanitarian response and recovery or DG ECHO, is considered a distinct advantage for applicants.

Languages:
Fluency in English is mandatory, both oral and written. A working knowledge of French and/or Spanish is considered an advantage, as it enhances communication capabilities within the diverse context of international humanitarian work and engagement with EU counterparts.

Additional Notes:
The position is subject to local recruitment, meaning only candidates holding a valid residence and work permit for Belgium will be considered. The appointment will depend on the candidate's medical fitness, residency verification, and compliance with government regulations. Vaccination against COVID-19 is required for IOM personnel. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for 24 months.
