Job Overview: The Partnerships Officer will play a crucial role in mobilizing voluntary resources for development cooperation within the ILO. This position involves negotiating funding agreements, establishing and maintaining relationships with private and non-state actors, and serving as a primary contact for these stakeholders. The officer will work closely with various units within the ILO and will report directly to the Director of Partnerships. The role requires strategic thinking and the ability to coordinate with multiple stakeholders to enhance the ILO's public-private partnerships and development cooperation efforts. The officer will also be responsible for ensuring compliance with operational standards and managing the lifecycle of partnerships, from initiation to evaluation.
Duties and Responsibilities:
Develop and implement resource mobilization strategies focused on public-private partnerships and ILO priorities.
Coordinate due diligence and authorization processes for partnerships, suggesting improvements as necessary.
Enhance the ILO's capacity to mobilize partnerships through training, guidance, and networking.
Represent the ILO in various forums aimed at resource mobilization.
Provide technical guidance on preparing and negotiating partnership proposals.
Coordinate negotiations with donors, ensuring compliance with ILO regulations.
Organize consultations and evaluation meetings with partners.
Monitor adherence to operational standards for partnerships, including reporting and evaluation.
Analyze trends in public-private partnerships and prepare updates for management. 1
Advise ILO headquarters and regional offices on developing funded partnerships. 1
Perform other related tasks as assigned.
Required Qualifications:
Advanced university degree in Economics, Social Sciences, International Studies, or a related field. A first-level university degree combined with additional relevant experience may be accepted.
At least seven years of professional experience in resource mobilization and development cooperation, particularly in establishing public-private partnerships.
Proven ability to negotiate funding agreements and manage partnerships effectively.
Strong analytical skills and experience in socio-economic research and reporting.
Demonstrated ability to work in a multicultural environment and sensitivity to gender issues.
Educational Background: Candidates must possess an advanced university degree (master's or equivalent) in a relevant field such as Economics, Social Sciences, or International Studies. Alternatively, a first-level university degree with two additional years of relevant professional experience may be accepted.
Experience: Candidates should have a minimum of seven years of professional experience, particularly at the international level, in resource mobilization and development cooperation, with a focus on public-private partnerships. Experience in implementing such partnerships on the ground is highly valued.
Languages: Fluency in one of the ILO's working languages (Spanish, French, or English) is required, with practical knowledge of another working language. One of these languages must be English.
Additional Notes: The position is a fixed-term contract for 24 months, subject to a probationary period for external candidates. All employment contracts are governed by the ILO's Staff Regulations.
