Job Overview: The Resource Mobilization Officer will play a crucial role in the Department of Multilateral Partnerships and Development Cooperation (PARTNERSHIPS) at the ILO. This position is responsible for leading efforts to mobilize voluntary resources for development cooperation, particularly through public-private partnerships (PPPs). The officer will develop and implement strategies to engage with various stakeholders, including private and non-state actors, to secure funding and support for ILO initiatives. The role requires close collaboration with ILO offices worldwide and involves negotiating funding agreements, ensuring compliance with ILO regulations, and facilitating dialogue on PPPs. The officer will also be tasked with monitoring and reporting on the progress of development cooperation projects, ensuring that they align with the ILO's strategic objectives and contribute to social justice and decent work.
Duties and Responsibilities:
Develop and implement resource mobilization strategies specific to public-private partnerships (PPPs) and the ILO's priorities.
Coordinate and monitor the Office’s due diligence and clearance procedures for PPPs, making necessary improvements in consultation with relevant ILO units.
Strengthen the ILO’s capacity to mobilize PPPs through training, guidance, and networking.
Establish and maintain effective working relationships with ILO offices in donor capitals and regional offices, supporting engagement with Employers and Workers organizations.
Represent the ILO in various partnerships and resource mobilization forums, undertaking missions as required.
Provide technical and operational guidance on partnership proposals, ensuring quality and compliance with ILO standards.
Coordinate negotiations of funding agreements with PPP donors, ensuring adherence to ILO rules and regulations.
Plan and organize consultations and review meetings with partners.
Oversee the application of standard operating procedures for PPPs, including monitoring and evaluation processes. 1
Ensure compliance with contractual obligations in PPP funding agreements and follow up with implementation units and donors as necessary. 1
Monitor and analyze trends in ILO PPPs, preparing briefs and updates for management. 1
Provide expert advice on the development of funded and in-kind PPPs and assist management in sensitive cases. 1

Required Qualifications: Candidates must possess an advanced level university degree (Master’s or equivalent) in economics, social science, international studies, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with an additional two years of relevant experience, will be accepted in lieu of an advanced degree. Candidates should have a strong understanding of development cooperation principles and practices, particularly in relation to resource mobilization and public-private partnerships.
Educational Background: The position requires an advanced level university degree (Master’s or equivalent) in a relevant field such as economics, social science, or international studies. A first-level university degree (Bachelor’s or equivalent) may be accepted if accompanied by additional relevant experience.
Experience: At least seven years of professional experience is required, including international experience in resource mobilization and development cooperation. Candidates with experience in implementing public-private partnerships in the field will have an advantage. The role demands a proven track record in negotiating funding agreements and managing development cooperation projects.
Languages: Candidates must have an excellent command of one of the ILO's working languages (English, French, or Spanish) and a working knowledge of a second language. One of these languages must be English, and candidates whose mother tongue is not one of the working languages will be required to acquire knowledge of a second working language during their initial years of service.
Additional Notes: The position is a fixed-term contract for a duration of 24 months, with the possibility of extension based on performance. The successful candidate will be subject to a probation period of two years.
