Job Overview:
The Partnerships Officer will play a crucial role in mobilizing voluntary resources for the ILO's development cooperation activities. This position involves negotiating funding agreements, establishing and maintaining relationships with private and non-state actors, and serving as a primary contact for these stakeholders. The officer will work closely with various units within the ILO to facilitate public-private partnerships (PPPs) and ensure effective implementation of development cooperation projects. The role requires strategic thinking to define and implement resource mobilization strategies tailored to the ILO's priorities, as well as the ability to coordinate due diligence processes and enhance the organization's capacity to engage in PPPs. The officer will also be responsible for monitoring and reporting on the progress of partnerships and ensuring compliance with contractual obligations.

Duties and Responsibilities:
  • Define and implement resource mobilization strategies tailored to public-private partnerships (PPPs) and the ILO's priorities.
  • Coordinate adherence to the ILO's due diligence and authorization procedures for PPPs, proposing improvements as necessary.
  • Strengthen the ILO's capacity to implement PPPs through capacity-building activities, including training and networking.
  • Build and maintain effective working relationships with ILO offices in donor countries and regional offices.
  • Represent the ILO in various partnerships and resource mobilization initiatives, undertaking missions as required.
  • Provide technical guidance on developing and negotiating partnership proposals, ensuring quality and compliance with ILO standards.
  • Coordinate negotiations of funding agreements with PPP donors, ensuring adherence to ILO rules and regulations.
  • Organize consultations and review meetings with partners, ensuring follow-up actions are taken.
  • Oversee the application of standard operating procedures for PPPs, including monitoring and evaluation processes. 1
  • Ensure compliance with contractual obligations in PPP funding agreements and follow up with relevant units. 1
  • Analyze the overall development of ILO-established PPPs and prepare reports for management. 1
  • Provide expert advice on establishing PPPs and undertake other relevant tasks as assigned.

Required Qualifications:
  • Advanced university degree (master's or equivalent) in economics, social sciences, international relations, or a related field. A first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree.
  • At least seven years of professional experience, including international experience in resource mobilization and development cooperation, particularly in promoting and launching PPPs. Experience in implementing PPPs on the ground is an advantage.
  • Excellent knowledge of the ILO's programs and areas of action, particularly in development cooperation.
  • Proven ability to conduct socio-economic research and analysis and to prepare reports.
  • Strong understanding of the roles of UN agencies, international financial institutions, and private sector partners in development cooperation.

Educational Background:
Candidates must possess an advanced university degree (master's or equivalent) in relevant fields such as economics, social sciences, or international relations. Alternatively, a first-level university degree with additional relevant experience may be considered. This educational background is essential for understanding the complexities of international development and resource mobilization.

Experience:
The position requires a minimum of seven years of professional experience in resource mobilization and development cooperation, with a focus on public-private partnerships. Candidates should have experience working at an international level and a proven track record in negotiating funding agreements and managing partnerships. Experience in implementing development projects and working with various stakeholders is highly desirable.

Languages:
Candidates must have an excellent command of one of the ILO's official languages (English, French, or Spanish) and practical knowledge of another. English is a mandatory language for this position, and candidates must be willing to acquire proficiency in a second working language within their first years of service if appointed.

Additional Notes:
The contract is for a fixed term of 24 months, with a probationary period for the first two years. Extensions beyond the probationary period are contingent upon satisfactory performance.
