Job Overview: The Area Programme Manager for South East Myanmar will be responsible for overseeing NRC's programmatic and advocacy responses in the region. This role involves maximizing the impact of NRC's efforts for affected populations by utilizing available resources effectively. The manager will contribute to the organization's programming ambitions, prioritize assistance to hard-to-reach populations, and lead first-line emergency responses. The position requires a committed and industrious professional who can foster a collaborative environment and lead effective teams. The Area Programme Manager will engage in strategic planning, project cycle management, monitoring and evaluation, and advocacy efforts to ensure high-quality programming that meets the diverse needs of the communities served.
Duties and Responsibilities: The Area Programme Manager will be responsible for several key functions, including:
Strategy Development: Preparing strategic plans for the Area Office, including country-level strategic initiatives.
Project Cycle Management: Overseeing proposal development, budget management, reporting, integrated programming, and monitoring and evaluation processes.
Monitoring & Evaluation: Facilitating evidence-based learning and decision-making through data generated by monitoring and evaluation activities, beneficiary consultations, and feedback mechanisms.
Partnerships: Engaging with and managing partnerships, including partner assessments, regular meetings, and overseeing partner reporting.
Advocacy & Representation: Contributing to advocacy products, briefings, and events; fostering strategic partnerships; and participating in national-level coordination mechanisms.
Programme Quality: Ensuring high standards in monitoring and evaluation, safe programming, donor reporting, and technical standards development.
Fundraising & Donor Engagement: Engaging strategically with donor representatives and leading fundraising initiatives.
Required Qualifications: Candidates must possess management experience in a humanitarian or recovery context, with a strong background in protection work. Proficiency in integrated programming and exposure to complex and volatile contexts are essential. Familiarity with the Myanmar context or South/South-East Asia is highly desirable. Fluency in English, both written and verbal, is mandatory for effective communication and reporting.
Educational Background: A relevant educational background is required, typically including a degree in a field related to humanitarian work, social sciences, or international development. Advanced degrees may be preferred, depending on the specific requirements of the role.
Experience: The position requires significant experience in management roles within humanitarian settings, particularly in recovery contexts. Candidates should have a proven track record of leading teams and managing complex projects in challenging environments. Experience in Myanmar or similar contexts will be an advantage.
Languages: Fluency in English is mandatory, both written and verbal. Knowledge of local languages spoken in Myanmar would be considered an asset, enhancing communication with local communities and stakeholders.
Additional Notes: The position is based in Hpa-An, Myanmar, and is subject to the successful candidate receiving appropriate documentation. Due to current delays in international visas and work permits, the successful candidate may be required to work remotely for extended periods. The contract duration is 24 months, with approximately 20% travel expected. The position is classified as Grade 9 in NRC’s Salary Scale, which includes a competitive compensation and benefits package.
