Job Overview:
The Consultant for Data Management and Analytics will play a crucial role in supporting the Senior Finance Associate at the Education Outcomes Fund (EOF). The position involves managing data, conducting analytics, and developing visualizations to enhance EOF's data capabilities. The consultant will be responsible for onboarding and structuring datasets into the Azure platform, cleaning and analyzing data primarily using Python, and assisting in the development of visualizations. The consultant will also work closely with EOF's operations team to create a data asset log and identify optimizations for EOF's data analytics capabilities. This role is essential for improving the quality of education and skills programs, particularly for underserved populations, and ensuring that data-driven decisions are made to enhance educational outcomes.

Duties and Responsibilities:
  • Create and oversee the implementation of a data asset log for EOF, integrating relevant datasets and ensuring compliance with data management standards.
  • Identify and implement at least 8 specific optimizations for EOF’s data analytics capabilities, utilizing DataBricks and AI tools to enhance monitoring and analysis.
  • Build at least 10 new visualization tools to assist EOF’s team in data sharing, using tools like MapBox and PowerBI.
  • Support the Senior Finance Associate in developing a proactive budgeting process, documenting it in a guidance document for internal stakeholders.
  • Assist in onboarding and structuring at least 15 new datasets into the Azure data platform, ensuring ongoing maintenance and compliance. Total estimated working days for these tasks is 185.

Required Qualifications:
A bachelor's degree in data science, analytics, statistics, economics, applied mathematics, finance, or a related field is required. An advanced degree (Master’s) in a relevant subject is preferred but not mandatory. A minimum of 1 year of relevant professional experience in data science, computer science, finance, statistics, economics, business, or a related field is required. Proven experience with data science through projects or working experience is essential, along with familiarity with relevant tools such as PowerBI, MapBox, and DataBricks. Fluency in English is required, and experience in the global education sector or innovative finance is strongly preferred.

Educational Background:
Candidates should possess a bachelor's degree in a relevant field such as data science, analytics, statistics, economics, applied mathematics, or finance. While a master's degree is preferred, it is not a strict requirement. The educational background should provide a solid foundation in data analysis and management, as well as an understanding of financial principles as they relate to data-driven decision-making.

Experience:
The position requires a minimum of 1 year of relevant professional experience in fields such as data science, computer science, finance, statistics, or economics. Candidates should have demonstrated experience in data analysis and management, particularly in using tools like Python for data cleaning and analysis. Experience in the global education sector or with outcomes-based funds is highly desirable, as it aligns with the mission of EOF to improve educational outcomes for children and youth.

Languages:
Fluency in English is mandatory for this position. Additionally, fluency in Spanish, French, or Arabic is preferred, as it would enhance communication and collaboration within the diverse teams at UNICEF and EOF.

Additional Notes:
The position is a consultancy role with a total estimated working days of 18
  • The consultant will not be considered a staff member under the United Nations and UNICEF policies, and will not be entitled to benefits such as leave entitlements or medical insurance coverage. The consultant is responsible for their tax liabilities and must ensure that their visa and health insurance are valid for the duration of the contract. Selected candidates must confirm their fully-vaccinated status against COVID-19 prior to the assignment, although this requirement does not apply to those working remotely.
