Job Overview: The Public Information Officer will play a crucial role in implementing information programs that publicize the Human Rights Council (HRC) and its mechanisms, including the Universal Periodic Review (UPR). The incumbent will be responsible for drafting information strategies, coordinating efforts, monitoring progress, and analyzing outcomes. This position requires a proactive approach to media outreach, utilizing social media platforms to enhance visibility and engagement. The officer will also oversee the production of various communication products, ensuring they effectively convey the work and impact of the HRC. The role demands a strong understanding of public affairs, media relations, and the ability to analyze current events and public opinion to inform strategic decisions.
Duties and Responsibilities: The Public Information Officer will be responsible for the following duties:
Implementing information programs to publicize the HRC and UPR, including drafting strategies and monitoring progress.
Maintaining and updating the Human Rights Council website with new materials.
Analyzing current events and public opinion to advise management on appropriate actions.
Promoting media coverage through press conferences, interviews, and social media outreach.
Producing communication products such as press kits, releases, and newsletters.
Initiating and sustaining professional relationships with key constituencies.
Collecting and analyzing data to identify trends and provide insights for decision-making.
Providing guidance and supervision to junior staff as needed.
Required Qualifications: Candidates must possess a comprehensive understanding of communications strategies, tools, and methodologies essential for effective campaign execution. They should demonstrate the ability to analyze diverse information sources and identify public affairs issues. Strong written and oral communication skills are essential, along with the ability to handle sensitive situations diplomatically. The candidate should also show a commitment to gender perspectives and equal participation in all areas of work.
Educational Background: An advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five years of progressively responsible experience in public information, journalism, international relations, or public administration is required. Experience in managing social media campaigns related to intergovernmental human rights mechanisms is desirable, as is experience in graphic design and audio-visual production.
Languages: Fluency in English or French (both oral and written) is required for this position. Knowledge of the other language is desirable, and proficiency in another official UN language is also considered an asset.
Additional Notes: This position is temporarily available for three months, with the possibility of extension subject to funding availability. Current staff members holding a fixed-term, permanent, or continuing appointment may apply for temporary positions at one level above their current grade. The position may be limited to internal candidates who have been recruited through a competitive examination.
