Job Overview:
The Military Adviser will play a crucial role in supporting the Fact-Finding Mission by providing expert analysis and advice on military and security" style="border-bottom: 1px dotted #007bff !important;">security sector issues. The incumbent will be responsible for collecting and analyzing information related to the security sector, military structures, and armed groups involved in the conflict. This position requires a deep understanding of military operations, command structures, and the implications of military actions on human rights. The adviser will also participate in developing investigation strategies and plans, ensuring that gender perspectives are integrated into all areas of responsibility. The role demands a proactive approach to gathering intelligence and providing assessments that inform the mission's reports and recommendations.

Duties and Responsibilities:
The Military Adviser will be responsible for a wide range of duties, including:
  • Collecting and analyzing information to assist the Fact-Finding Mission in understanding the security sector and military-related matters.
  • Producing detailed mapping and analysis of the State military structure, including para-military units and armed groups.
  • Analyzing the types and origins of weapons used in the conflict and their supply routes.
  • Advising on military and security sector-related matters, including methods of warfare and ballistics.
  • Participating in the development of investigation strategies and plans.
  • Assessing the operating environment for various security forces.
  • Conducting investigations into specific incidents as assigned.
  • Providing internal analysis and briefings on military issues.
  • Advising investigators on gathering information on alleged human rights violations. 1
  • Ensuring gender perspectives are integrated into all responsibilities. 1
  • Performing any other duties as required.

Required Qualifications:
Candidates must possess a strong knowledge of military and security force structures, as well as the ability to apply international human rights law and international humanitarian law in their assessments. The role requires a high level of professionalism, efficiency, and the ability to work under pressure. Candidates should demonstrate a commitment to gender equality and the integration of gender perspectives in their work. Teamwork and collaboration are essential, as the adviser will work closely with colleagues to achieve organizational goals.

Educational Background:
Candidates must be graduates of a National Command and Staff College or National War/Defense College, which may be considered in lieu of a first level/advanced university degree. An advanced university degree (Master's degree or equivalent) in security management, security studies, military studies, or related disciplines is highly desirable.

Experience:
A minimum of seven years of progressively responsible military experience is required. Candidates should have experience in applying international humanitarian law and relevant experience with the United Nations or other international organizations is desirable. Experience in conflict or post-conflict settings, particularly in the region, is also preferred.

Languages:
Fluency in English (both oral and written) is required for this position. Fluency in Arabic is desirable, and knowledge of another UN official language is considered an advantage.

This is a temporary position available until March 31, 2025, with the possibility of extension based on the mandate and availability of funds.
