Job Overview:
The Project Officer will play a crucial role in the EU4Employment initiative in Bosnia and Herzegovina, which is an EU-funded project aimed at facilitating post-pandemic employment and improving access to the labor market. This initiative specifically targets individuals facing significant barriers to employment, including young people, women, Roma, persons with disabilities, and others. The Project Officer will be responsible for monitoring project progress, coordinating grant components, and ensuring that the project meets its objectives. The role requires collaboration with various stakeholders, including government bodies and partner organizations, to ensure effective implementation and sustainability of project outcomes. The Project Officer will also be involved in training and capacity building for beneficiary institutions and will report directly to the Project Manager, working closely with the ILO Decent Work Technical Support Team.

Duties and Responsibilities:
  • Collaborate with the Project Manager to design and revise annual work plans and prepare budget proposals, focusing on institutional and capacity development for project grantees.
  • Review and analyze work plans, progress reports, and other data for clarity and completeness, monitoring project activities and following up on any delays.
  • Engage with technical officers and counterparts in organizations and ministries to expedite project implementation and meet targets.
  • Assist in programming and controlling project resources, preparing budget estimates, and making recommendations for remedial actions.
  • Provide training on monitoring and evaluation to beneficiary institutions and grant beneficiaries, and undertake monitoring missions to project sites.
  • Participate in the preparation and conduct of conferences, seminars, and workshops, representing the project at these events.
  • Brief ILO specialists and officials on project matters, drafting and translating official correspondence and public information materials.
  • Lead the preparation of briefs, technical reports, and periodic progress reports on project activities.
  • Perform other duties as assigned by the director" style="border-bottom: 1px dotted #007bff !important;">Country Director.

Required Qualifications:
Candidates must possess a first-level university degree in economics, social sciences, public policies, development studies, or a relevant field. An advanced degree in labor economics or social sciences is considered a strong advantage. Additionally, candidates should have a solid understanding of project management principles and practices, particularly in the context of technical cooperation and grants management.

Educational Background:
The educational background required for this position includes a first-level university degree in a relevant field such as economics, social sciences, public policies, or development studies. An advanced degree in labor economics or social sciences would be beneficial and is highly regarded.

Experience:
Candidates should have at least one year of professional experience at the national level in project management, implementation, monitoring, and evaluation. Experience working with government bodies and development partners is an asset. Technical knowledge in implementing programs for business operation improvement and grants management is also required.

Languages:
Excellent knowledge of the working language of the duty station, which includes Bosnian, Croatian, or Serbian, is mandatory. A good knowledge of English is also required to facilitate communication and reporting.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension based on various factors such as availability of funds and satisfactory performance.
