Job Overview:
The Representative position is a senior leadership role responsible for guiding complex business units and country office teams in the design and implementation of population and development programs, particularly in the context of sexual and reproductive health. The role involves leading the Burundi Country team in developing innovative programs that align with national priorities and the 2030 Agenda. The Representative will engage with various stakeholders, including government entities, UN agencies, and civil society, to promote the integration of sexual and reproductive health issues into national development agendas. The position requires a strategic approach to program management, ensuring that UNFPA's mandate is upheld and that the needs of the most vulnerable populations are prioritized. The Representative will also oversee the implementation of the 9th country programme (2024-2027) and coordinate efforts related to the Population, Housing, Agriculture and Livestock Census.

Duties and Responsibilities:
  • Strategic Direction, Planning, and Management: Lead the positioning of UNFPA on strategic issues related to the ICPD Agenda, build institutional relationships with various stakeholders, promote UNFPA’s role in national development agendas, and ensure the incorporation of sound business practices into program delivery.
  • Management of Resources: Manage international and national staff, provide strategic direction, facilitate talent retention, and ensure compliance with security" style="border-bottom: 1px dotted #007bff !important;">security standards.
  • Programme Leadership and Representation: Provide leadership in policy dialogue, engage national counterparts through advocacy, represent UNFPA in UN Country Teams, and drive accountability for humanitarian response plans.
  • Programme Oversight and Coordination: Enforce financial and monitoring processes, ensure compliance with UNFPA policies, and carry out additional duties as required by the Regional Director.

Required Qualifications:
  • Education: A Master’s degree or advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or a related field.
  • Knowledge and Experience: At least 10 years of progressively responsible professional experience in public administration and international development, with a minimum of 7 years in population and development, sexual and reproductive health, or humanitarian contexts. Proven ability to lead teams and achieve high-quality results, experience in advocacy and policy dialogue, and field experience in developing or crisis contexts are essential.

Educational Background:
Candidates must possess a Master’s degree or advanced university degree in relevant fields such as Public Health, Sociology, Demography, Gender, International Relations, or related disciplines. This educational background is crucial for understanding the complexities of population dynamics and reproductive health issues.

Experience:
The position requires a minimum of 10 years of professional experience in public administration and international development, with at least 7 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Candidates should have a proven track record of leading teams and achieving results in complex environments, as well as experience in advocacy and policy dialogue.

Languages:
Fluency in English is mandatory for this position. Knowledge of any other UN language is considered desirable, enhancing the candidate's ability to engage with diverse stakeholders and partners.
