Job Overview: The position of Legal Advisor is situated within the Office of the Legal Counsel (JUR) of the ILO. The JUR is tasked with providing legal advice and services on all matters of legal interest to the organization, including legal opinions regarding the Constitution, Members, rules, and activities of the ILO. The Legal Advisor will play a crucial role in ensuring the effective and efficient fulfillment of JUR's responsibilities across several essential areas, such as protecting privileges and immunities, handling judicial claims from staff members, internal governance, and providing legal services during various ILO meetings. The advisor will also interpret international labor standards and oversee their application, manage relations with the host state, and represent the organization in private litigation. The position reports directly to the Legal Counsel.
Duties and Responsibilities:
Provide legal services to ILO governance bodies, including the International Labour Conference and the Governing Body, by preparing drafts of documents, research notes, and legal opinions on substantive issues or regulatory compliance.
Conduct legal research and draft responses in the context of administrative claims filed with the ILO Administrative Tribunal, offering legal advice on internal administrative matters such as the interpretation and application of the ILO Staff Regulations.
Assist with the deposit and registration of ratifications of international labor conventions and prepare certified declarations for the UN Secretary-General. Draft responses to requests for interpretation of ILO regulations and international labor conventions.
Prepare responses regarding the status of the ILO, its privileges and immunities, and related legal matters.
Review draft agreements related to ILO operational activities and its relations with donors, beneficiaries, and suppliers, as well as legal documents concerning real estate and procurement issues.
Perform other related tasks as assigned, which align with the generic job description established by the ILO.
Required Qualifications: Candidates must possess a higher university degree (master's or equivalent) in law, with a specialization in public international law, such as international institutional law, international human rights law, or international administrative law. Alternatively, a first-level university degree in law combined with two additional years of relevant professional experience will be accepted, in addition to the experience specified below.
Educational Background: A higher university degree (master's or equivalent) in law is required, with a focus on public international law. In lieu of a master's degree, a first-level university degree in law is acceptable if accompanied by two additional years of relevant professional experience.
Experience: A minimum of five years of experience in the field of public international law is required. Relevant experience in an international organization will be considered an asset.
Languages: Excellent command of English or French is mandatory, along with practical knowledge of the other language. Practical knowledge of Spanish will be considered an advantage.
Additional Notes: The contract is for a fixed duration and will be governed by the ILO Staff Regulations and applicable internal rules. The initial contract will be for a period of 24 months, with external candidates subject to a probationary period during their first two years of service. Subsequent contract extensions will depend on satisfactory conduct and performance during the probationary period.
