Job Overview: The Global Roving Emergency Cash and Markets Specialist position is designed for individuals who are ready to deploy to humanitarian crises and start-up operations to provide technical development, strategic direction, and quality assurance for cash and markets programming. This role involves mentoring, training, and capacity building of staff in related technical areas. The specialist will also have the opportunity to serve as the Cash and Market Programme Development Manager at the country office level. The primary responsibilities include supporting country office start-ups, emergency responses, and filling critical gaps in existing operations. The specialist will act as a focal point for Cash and Markets within the Emergency Response System (ERS) and will engage in global and regional initiatives related to this function. The role requires short-term deployments, lasting up to six months, to various NRC country operations, all of which will be in crisis and conflict contexts.
Duties and Responsibilities: The Global Roving Emergency Cash and Markets Specialist will undertake a variety of duties, including but not limited to: supporting country office start-ups, providing emergency response in existing country offices, filling critical gaps in programming, and offering support in the design and implementation of cash and market-related programming. The specialist will develop strategies, technical guidance, and macro logframes that align with NRC’s Global Strategy and regional priorities. They will provide technical direction and project implementation support, ensuring the inclusion of cash-based interventions and market-based approaches in NRC's core competency responses. The specialist will contribute to the institutionalization of cash-based interventions through capacity building, guidance, and the development of standard operating procedures (SOPs). They will identify trends, technical standards, and donor priorities, contributing to fundraising efforts and developing funding proposals, budgets, and donor reports. Compliance with contractual commitments and adherence to NRC policies will be essential, as will the incorporation of monitoring and evaluation data into programming. The specialist will represent NRC in relevant forums and advocate for the rights of IDPs and returnees in line with the organization's advocacy strategy.
Required Qualifications: Candidates must possess a minimum of a Bachelor's or First Level University Degree. A minimum of four years of experience in Cash and Markets within a humanitarian context is required. Advanced knowledge and skills in market analysis, cash-based interventions, and market-based programs are essential. Experience in drafting and implementing policy and strategic guidance, as well as developing practical tools and resources, is necessary. Candidates should have a solid understanding of refugee and IDP crisis contexts, demonstrating flexibility and the ability to adapt to the programmatic needs of specific deployments. Fluency in English is mandatory, along with proficiency in one of the following languages: French, Spanish, or Arabic, both written and verbal. A valid driver's license is also required.
