Job Overview:
The position of Legal Adviser is situated within the Office of the Legal Adviser (JUR) at the ILO. This office is tasked with providing comprehensive legal advice and services to the organization on various legal matters that affect its interests. The Legal Adviser plays a crucial role in ensuring that the ILO's legal interests are protected and advanced. This includes offering legal opinions on the ILO's Constitution, membership, rules, and activities. The Legal Adviser is expected to contribute to the effective functioning of JUR by addressing key areas such as the protection of privileges and immunities, handling judicial reviews of staff complaints, and supporting the governance of the ILO through various meetings and conferences. The role requires a proactive approach to legal research, drafting legal documents, and providing sound legal advice to the organization’s officials and governance bodies.

Duties and Responsibilities:
  • Provide legal services to ILO governance organs, including preparing draft documents, legal opinions, and research notes on substantive legal questions.
  • Conduct legal research and draft submissions related to administrative complaints filed with the ILO Administrative Tribunal, offering legal advice on internal administration matters.
  • Assist with the deposit and registration of ratifications of international labor conventions and prepare certified statements for the UN Secretary-General.
  • Draft replies concerning the status and privileges of the ILO and its officials, addressing related legal issues.
  • Review and draft agreements related to the ILO's operational activities, including those with donors and suppliers.
  • Perform additional relevant duties as required, ensuring alignment with the ILO's generic job description, which includes examining reports, drafting notes and opinions, and providing technical support to committees.

Required Qualifications:
Candidates must possess an advanced level university degree (Master’s or equivalent) in law, specializing in public international law. A first-level university degree (Bachelor’s or equivalent) may be accepted if accompanied by two additional years of relevant experience. Candidates should demonstrate a strong understanding of international law and its application within the context of labor standards and governance.

Educational Background:
An advanced level university degree in law with a focus on public international law is required. This includes areas such as international human rights law and international administrative law. A Bachelor's degree in law, combined with relevant experience, may also be considered acceptable.

Experience:
Candidates should have at least five years of experience in public international law. Experience within an international organization is highly advantageous, as it provides insight into the specific legal frameworks and operational contexts relevant to the ILO.

Languages:
A strong command of English or French is mandatory, along with a working knowledge of the other language. Proficiency in Spanish is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.

The position is a fixed-term contract for a duration of 24 months, with a probation period of two years for external candidates.
