Job Overview: The WASH/Shelter Program Manager is tasked with overseeing and supporting their team in the implementation of defined objectives in proposals. This role involves capacity building within the team, ensuring the quality of program execution, and making necessary adjustments to maintain relevance. The Program Manager is responsible for the effective and transparent utilization of SI resources and must monitor the quality of implementation while updating internal monitoring and communication tools. The position is critical in navigating the challenges posed by the security context in Kharkiv and the humanitarian needs of the population, particularly in the wake of the ongoing conflict. The role also includes contributing to the strategic direction of SI's programs in East Ukraine, particularly in the areas of WASH and Shelter, and ensuring that the team is well-equipped to handle the complexities of the operational environment.
Duties and Responsibilities:
Oversee and support the implementation of WASH and Shelter activities related to ongoing projects (BHA, ECHO).
Initiate a new WASH and Shelter project (CDCS).
Build the capacity of the team in accordance with SI tools and procedures.
Participate in the transition plan towards a new program team structure.
Ensure the quality and timely updating of internal monitoring and communication tools.
Monitor the quality of program execution and suggest necessary adjustments.
Ensure effective and transparent utilization of SI resources.
Address internal challenges related to re-organization and transition.
Contribute to assessments and emergency responses as needed. 1
Maintain communication with other departments and stakeholders to ensure collaboration.
Required Qualifications:
Proven experience in program management, including financial, administrative, and logistic follow-up of multiple projects across various sectors.
Technical knowledge and skills related to WASH activities, including water supply systems rehabilitation and water treatment methods.
Experience in Shelter activities, including household and institutional level repairs.
Strong communication skills for collaboration with other departments and stakeholders.
Management skills to supervise and build the capacity of the national team.
Organizational skills for effective planning, anticipation, and task division.
Educational Background: A degree in Water Management or Environmental Project Management is required for this position. Candidates should have a solid academic foundation that supports their understanding of the complexities involved in managing water and sanitation projects, as well as shelter initiatives.
Experience: Candidates should possess 3-4 years of experience in the humanitarian sector, with a similar duration of experience in program management roles. This experience should include direct involvement in WASH and Shelter projects, demonstrating a strong understanding of the challenges and requirements of these sectors in a humanitarian context.
Languages: Fluency in English is mandatory. Proficiency in Ukrainian or Russian is considered an asset, enhancing communication with local stakeholders and team members.

The salary is competitive, starting from EUR 2310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly Per Diem of USD 700 is provided. SI covers accommodation costs and travel expenses for expatriates. The organization implements a break system, allowing for 7 working days off every three months, along with a break allowance. Expatriates are provided with a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Kharkiv are manageable, with access to local amenities and a supportive residential environment, despite the ongoing security concerns.
