Job Overview:
The WASH/shelter Officer will play a crucial role in assisting the WASH/shelter Coordinator by providing technical support for the development and implementation of NRC's WASH and shelter programming. This position requires a strong focus on high-quality technical planning and execution of projects, ensuring that all activities align with the established indicators and standards set by UNHCR and Sphere. The officer will be responsible for overseeing the construction of sanitation facilities, conducting inspections, and ensuring the maintenance of these systems to provide minimal service levels. The role also involves leading technical designs, preparing bills of quantities (BOQs), and developing tender documents for WASH and shelter construction projects. The officer will work closely with various stakeholders to ensure effective project delivery and adherence to quality standards.

Duties and Responsibilities:
The WASH/shelter Officer will have a comprehensive set of duties and responsibilities, including but not limited to: supervising shelter, water supply, and sanitation construction activities; conducting technical assessments and developing BOQs for construction projects; performing water quality analyses and reporting findings; planning and scheduling project activities in collaboration with the WASH/shelter team; preparing job contracts and supervising work to ensure compliance with specifications; monitoring stock levels and ensuring timely replenishment; certifying completed works for payment; conducting beneficiary targeting and verification; integrating safe and inclusive programming in all activities; overseeing construction at IDP sites and refugee camps; and implementing integrated programming at the field level. The officer will also be responsible for capacity building of WASH/shelter assistants and ensuring adherence to NRC policies and guidelines.

Required Qualifications:
Candidates must possess a strong background in WASH and shelter engineering, with experience in humanitarian or recovery contexts. A proven track record of working in complex and volatile environments is essential, along with documented results related to the responsibilities of the position. Practical experience in shelter and water supply design, civil works, and implementation in both rural and urban settings for a minimum of three years is required. Experience in refugee camp settings is preferred, along with knowledge of English. Familiarity with AutoCAD, WaterCAD, or similar civil works design software is highly desirable, as is experience in the operation and maintenance of large water supply systems.

Educational Background:
A relevant educational background in civil engineering, environmental engineering, or a related field is required for this position. Candidates should have formal training that equips them with the necessary technical skills to perform the duties associated with WASH and shelter programming effectively.

Experience:
The position requires at least three years of practical experience in WASH and shelter engineering roles, particularly in humanitarian contexts. Candidates should have experience in conducting water quality analyses and managing construction projects in both rural and urban environments. Previous work with international non-governmental organizations (INGOs) in similar capacities will be considered an advantage.

Languages:
Fluency in written and spoken English is mandatory for this position. Additional language skills relevant to the local context may be beneficial but are not explicitly required.

Additional Notes:
The contract duration for this position is eight months, with the possibility of extension based on project needs and funding availability. The role is full-time, and the officer will be expected to travel extensively (up to 80%) to various implementation sites. The position is based in Assosa, Ethiopia, and candidates should be prepared to work in challenging environments while adhering to NRC's policies and guidelines.
