Job Overview: The Monitoring and Evaluation (M&E) Coordinator is tasked with overseeing the operationalization of the Complaints and Feedback Response Mechanism (CFRM) within NRC Ethiopia. This role is crucial in fostering a culture of accountability towards the affected populations. The M&E Coordinator will serve as the focal point for all CFRM-related issues, coordinating with various programs and support functions. The position requires the establishment of clear and transparent rules for raising and processing complaints, ensuring that these complaints are recorded and addressed promptly by the relevant parts of NRC Ethiopia. The M&E Coordinator will also focus on enhancing the quality of responses through capacity building and support for staff involved in complaint responses. Additionally, the role involves utilizing information from complaints and feedback channels to produce periodic reports and analyses that can strengthen programming and enhance overall organizational accountability to beneficiaries and the wider affected population.
Duties and Responsibilities: The M&E Coordinator will have a comprehensive set of duties and responsibilities, including adherence to NRC policies and procedures, supporting the development and implementation of M&E systems, and participating in design" style="border-bottom: 1px dotted #007bff !important;">program design discussions. The coordinator will assist program staff in planning and executing M&E activities, including data collection methodologies and tools. They will also support the dissemination and use of evaluations and monitoring data in program development. Specific responsibilities include implementing NRC's M&E framework, overseeing data collection and analysis, supporting baseline surveys and evaluations, and providing capacity-building training on Project Cycle Management. The coordinator will manage the operationalization of the NRC Ethiopia CFM system, communicate NRC CFM standards, and ensure proper responses to complaints. They will also produce regular reports on complaint trends and work with HR to ensure sensitive complaints are handled appropriately. Furthermore, the coordinator will support program managers in reviewing feedback across projects to inform program management decisions.
Required Qualifications: The position requires a BA/MA/MSc in Economics, Statistics, Business Administration, or related fields. Candidates should have at least 4 years of experience in an international NGO, preferably in emergency or post-conflict settings, with a focus on beneficiary reception, counseling, or related fields. Strong analytical and research skills are essential, along with excellent computer knowledge, particularly in MS Excel and data analysis software. The ability to present data clearly and identify trends is crucial, as is experience in facilitating capacity-building efforts for diverse colleagues. Candidates must demonstrate the ability to transfer knowledge through training and mentoring.
Educational Background: Candidates must possess a BA/MA/MSc degree in relevant fields such as Economics, Statistics, Business Administration, or other related disciplines. This educational background is essential for understanding the complexities of monitoring and evaluation processes and for effectively analyzing data related to program performance and accountability.
Experience: The position requires a minimum of 4 years of relevant experience in an international NGO, particularly in emergency or post-conflict settings. Experience in beneficiary reception, counseling, or related fields is highly desirable. Candidates should have a proven track record of working with M&E systems and processes, as well as experience in data analysis and handling sensitive feedback. Familiarity with project management and capacity-building initiatives is also important.
Languages: Fluency in English is mandatory, encompassing speaking, reading, and writing skills. Proficiency in additional languages is considered an asset, enhancing communication with diverse populations and stakeholders.
Additional Notes: The contract duration for this position is 6 months, with the possibility of extension based on performance and organizational needs. The role is full-time and requires frequent travel to multiple Woredas. The position is based in Maitsebri, Ethiopia, and candidates should be prepared to work under pressure and independently, demonstrating flexibility and creativity in their approach.
