Job Overview:
The Shelter Technical Assistant-Engineer plays a crucial role in the planning and implementation of shelter activities in Alemwach and Aftit Refugee Camps across Metema and Dabat Woredas in the Amhara Region. This position involves providing technical support to the Shelter Officer, ensuring that shelter programming is effectively developed and executed. The assistant will work collaboratively with community members and other project officers to ensure timely delivery of quality shelter programs. The role requires a strong focus on adherence to organizational policies and guidelines, as well as the ability to conduct assessments and prepare reports on shelter conditions and activities. The position also involves significant travel (80%) to various locations within the region to oversee and support project implementation.

Duties and Responsibilities:
The duties and responsibilities of the Shelter Technical Assistant-Engineer include ensuring adherence to organizational policies and guidelines, implementing support functions according to the action plan, preparing status reports, and promoting ideas for improvement. The assistant will conduct needs assessments, collect data from various stakeholders, and prepare regular reports on activities and conditions. Specific responsibilities include establishing water distribution points, supervising construction activities, mobilizing communities for maintenance, conducting compliance inspections, assisting in repairs, monitoring construction quality, and preparing progress reports. The assistant will also collaborate with other agencies and represent the organization in meetings, ensuring effective communication and coordination with all stakeholders involved in the shelter projects.

Required Qualifications:
The position requires a BSc degree from a recognized educational institution in building construction or a related field. A strong background in engineering and construction processes is essential, along with a minimum of 3 years of experience in monitoring and supervising shelter and civil infrastructure projects. Candidates should possess strong report writing skills, computer proficiency in word processing and spreadsheets, and familiarity with technical drawing software such as AutoCAD. Experience in complex and volatile contexts is highly valued, as well as strong organizational, facilitation, negotiation, and communication skills.

Educational Background:
Candidates must hold a BSc degree in a relevant field such as building construction, civil engineering, or a related discipline. Additional qualifications in water supply installation and networking works are considered an advantage. The educational background should provide a solid foundation in technical knowledge and practical skills necessary for effective project implementation and management.

Experience:
The ideal candidate should have a minimum of 3 years of relevant experience in monitoring and supervising shelter and civil infrastructure construction projects. Experience in humanitarian settings, particularly in complex and volatile environments, is essential. Candidates should demonstrate a proven track record of successfully managing construction activities, conducting assessments, and ensuring compliance with standards and regulations. Experience in capacity building and training is also beneficial, as the role involves working closely with community representatives and committees.

Languages:
Fluency in written and spoken English is mandatory for this position.
