Job Overview: The Procurement Specialist (Contract Management) will be responsible for overseeing contract management for a large-scale community resilience program in Afghanistan. This role involves developing and implementing procurement strategies, ensuring compliance with UNOPS policies, and managing risks to achieve the best value for money. The specialist will supervise national Procurement Associates and will be involved in strategic relationship building, preparing business cases, and sharing knowledge with project teams to meet objectives. The position is crucial in addressing the humanitarian crisis in Afghanistan by ensuring effective procurement processes are in place to support essential services and livelihood opportunities for millions of Afghans.
Duties and Responsibilities:
Develop and implement contract management plans, ensuring adherence to UNOPS procurement governance frameworks.
Manage all contractual aspects, including establishing work programs and schedules for ongoing and planned contracts.
Support the development of technical evaluation criteria and provide guidance during contract drafting.
Create quality assurance plans to monitor contract performance systematically.
Participate in contract risk assessments and develop compliance checklists.
Liaise with other departments regarding claims and disputes, and work towards resolving conflicts related to contract performance.
Introduce sourcing strategies and manage e-procurement tools effectively.
Provide supply-market intelligence and implement procurement strategies that align with cost reduction goals.
Oversee procurement processes, ensuring compliance with UNOPS rules and regulations. 1
Required Qualifications: Candidates must possess an advanced university degree in Procurement, Supply Chain Management, Engineering, International Development, Finance, Business Administration, Public Policy, Accounting, or related fields. A first-level university degree combined with relevant experience may be accepted. An Accredited Level III Certificate in Procurement from the Chartered Institute of Purchasing or equivalent is an asset. Candidates should have a minimum of 5 years of relevant experience in procurement or contracts management, with experience in FIDIC contracts management being highly valued. Familiarity with UNOPS contracts and experience in developing countries or post-conflict contexts are advantageous.
Educational Background: An advanced university degree (e.g., Masters) in relevant fields is required. A first-level university degree (e.g., Bachelor) may be accepted with additional relevant experience. An Accredited Level III Certificate in Procurement is considered an asset.
Experience: A minimum of 5 years of relevant experience in procurement, contracts management, or supply chain management is required. Experience with FIDIC contracts management and UNOPS contracts is highly valued. Familiarity with Enterprise systems, particularly OneUNOPS, is desirable, as is experience in developing countries or post-conflict contexts.
Languages: Proficiency in English is mandatory. Knowledge of local languages may be beneficial but is not specified as a requirement.
