Job Overview:
The Area Manager position at NRC is a critical role that involves overseeing the implementation of high-quality and cost-effective programs/projects in the states of Bolivar and Apure, with the main base located in Puerto Ordaz. The Area Manager will be part of the Country Management Group (CMG) and will be responsible for ensuring that the organization's strategies and plans are effectively executed in the area. This includes managing a team of directly reporting staff, ensuring their performance aligns with the country strategy, and providing necessary support for their professional development. The Area Manager will also play a key role in assessing needs, developing emergency response plans, and representing NRC at the area level, ensuring that the organization maintains strong networks and partnerships.

Duties and Responsibilities:
The duties and responsibilities of the Area Manager include:
  • Line management of directly reporting staff, including performance management, workforce planning, recruitment, staff induction, and development.
  • Providing area-specific input on Core Competences strategies and ensuring compliance with contractual commitments in project implementation.
  • Assessing needs and developing emergency response plans tailored to the local context.
  • Representing NRC at the area level, engaging with external actors and stakeholders to promote the organization's mission and objectives.
  • Ensuring that capacity building is provided to all staff in the area, fostering a culture of continuous learning and improvement.
  • Overseeing the optimal use of resources within allocated project budgets and ensuring synergies across different projects.
  • Coordinating input for donor proposals and reports, ensuring that all documentation meets the required standards.

Required Qualifications:
Candidates for the Area Manager position must possess the following qualifications:
  • A minimum of 3 years of experience working as a Senior Project Manager in a humanitarian or recovery context, with a strong focus on finance management.
  • Previous experience in complex and volatile contexts, demonstrating the ability to navigate challenges effectively.
  • Proven management experience of complex teams and participation in change management projects.
  • Documented results related to the responsibilities of the position, showcasing the ability to achieve objectives and drive impact.
  • Strong leadership skills and a clear understanding of personal leadership profile.
  • Fluency in both Spanish and English, with excellent written and verbal communication skills.
  • Knowledge of the Venezuelan context is considered a strong asset.
  • Experience in representing an organization with external actors and managing support processes effectively.
  • Experience in remote management of offices and teams is also desirable.

Educational Background:
The educational background required for the Area Manager position includes a relevant degree in a field related to humanitarian work, project management, or a similar area. Candidates with advanced degrees or specialized training in humanitarian response, management, or related fields will be given preference. Continuous professional development and training in relevant areas are also valued.

Experience:
The position requires candidates to have a minimum of 3 years of relevant experience, particularly in senior project management roles within humanitarian or recovery contexts. Experience in managing complex teams and navigating challenging environments is essential. Candidates should also have a track record of successful project implementation and management, demonstrating their ability to lead teams effectively and achieve results in demanding situations.

Languages:
Fluency in Spanish and English is mandatory for this position, both in written and verbal communication. Proficiency in additional languages relevant to the region or the organization's operations may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and communities.

The Area Manager position is based in Puerto Ordaz, Venezuela, and offers a national or international contract for a duration of 24 months. The role involves significant travel, up to 50%, to various project sites within the operational area.
