Job Overview:
The Integrated Programming Technical Assistant plays a crucial role in supporting the work of NRC by conducting comprehensive vulnerability assessments of households and referring cases as necessary. This position involves gathering data to create a comprehensive understanding of the needs in the area, which will aid in more effective programming and advocacy efforts. The Technical Assistant is responsible for planning and prioritizing the workload of the Integrated Programme (IP) team, coordinating assessments, and providing guidance to assistants. The role requires close collaboration with the Core Competency Coordinator and the Technical Coordinator to ensure that assessments are conducted effectively and that the data collected is managed properly. The Technical Assistant is also the focal point for assessments in their designated area, ensuring that projects target the most vulnerable beneficiaries and exploring new ways to assist them.

Duties and Responsibilities:
The duties and responsibilities of the Integrated Programming Technical Assistant include:
  • Ensuring adherence to NRC policies, tools, handbooks, and guidelines.
  • Managing the workload of assessments across all Core Competencies and overseeing the overall assessment processes, including data management at the Area Office level.
  • Preparing and developing status reports as required by management.
  • Ensuring proper filing of documents and maintaining organized records.
  • Identifying protection needs and gaps within the community.
  • Supporting the IP team in planning and prioritizing the work of Caseworkers assigned to conduct assessments.
  • Assigning tasks to assistants, monitoring task completion and quality, and ensuring data is recorded according to procedures.
  • Conducting household comprehensive vulnerability assessments and referring cases as needed.
  • Following up on assessed and referred cases with relevant units and requesting technical support for complex cases. 1
  • Identifying opportunities for operational improvements based on assessment insights and providing input for continuous improvement. 1
  • Conducting holistic assessments and referring cases to support integrated programming and advocacy. 1
  • Coordinating missions for assessments and providing support in regular reporting to BAFIA and other area-based reports. 1
  • Registering received cases in trackers and supporting the provision of reports for senior management as requested. 1
  • Carrying out any additional duties or tasks assigned by the supervisor.

Required Qualifications:
The position requires the following qualifications:
  • At least 2 years of experience working in complex and volatile contexts.
  • A detailed understanding of assessment processes and tools.
  • Documented results related to the responsibilities of the position.
  • Proficiency in using database systems and following established processes.
  • Fluency in English and native proficiency in Persian, both written and spoken.
  • Excellent communication and interpersonal skills.
  • Expertise in programs, eligibility criteria, and referral pathways.
  • Experience working as a social worker is considered an asset.

Educational Background:
Candidates for the Integrated Programming Technical Assistant position should possess a relevant educational background that supports their ability to conduct assessments and manage data effectively. This may include degrees in social work, humanitarian studies, international relations, or related fields that provide the necessary skills and knowledge for the role.

Experience:
The position requires candidates to have a minimum of 2 years of experience working in complex and volatile contexts. This experience should demonstrate the candidate's ability to navigate challenging environments and effectively conduct assessments and manage data. Previous work in humanitarian settings or with vulnerable populations is highly desirable.

Languages:
Fluency in English is mandatory, along with native proficiency in Persian, both written and spoken. These language skills are essential for effective communication with beneficiaries, team members, and external partners. Additional language skills may be considered an asset but are not required for this position.
